Team Carney is seeking a PHP/HTML 5 Web Developer who will be responsible for building and updating a series of basic websites using HTML, JavaScript, CSS, and PHP. These websites are part of an online training solution. Content will be uploaded to a Moodle LMS and tested. You will work closely with testers and clients on a daily basis. You will also be responsible for integrating the front-end elements built by your co-workers into the application. Therefore, a basic understanding of front-end technologies is necessary as well.
This position is part-time and fully remote.

Responsibilities

• Develop/edit a series of websites and exams for a U.S. government client
• Upload exams and new SCORM packages to Moodle LMS
• Work with existing PHP applications to implement break-fixes and client feature requests
• Build efficient, testable, and reusable PHP modules
• Solve complex performance problems and architectural challenges
• Integrate data storage solutions

Required Skills

• 3 years experience with front-end technologies, such as JavaScript, HTML5, and CSS3
• Solid understanding of Section 508 and WCAG accessibility
• Strong knowledge of PHP, including object-oriented programming principals
• Strong knowledge of the common PHP or web server exploits and their solutions
• Understanding fundamental design principles behind a scalable application
• User authentication and authorization between multiple systems, servers, and environments
• Integration of multiple data sources and databases into one system
• Familiarity with the limitations of PHP as a platform and its workarounds
• Creating database schemas that represent and support business processes
• Proficient understanding of code versioning tools, such as Git
• Familiarity with CI/CD methods
• U.S. Citizen
• Ability to pass a DHS background check.
• Ability to work and attend meetings during standard business hours (Eastern Time)

• Active Public Trust or higher security clearance
• Certified DHS Trusted Tester
