    Job Description

    Under the direction of the Population Health Division (PHD) Contract, Policy, and Government Affairs Director, the Performance Improvement Manager will provide management and oversight for the Population Health Division’s performance and quality improvement team and the project planning unit. This includes managing Performance Improvement activities for PHD’s seventeen branches, ranging from research, emergency response, workforce development, information and guidance, operations, administration, data analytics, health education, environmental health, Public Health lab, clinic operations, disease prevention, and community health. The Manager will provide complex project planning and quality improvement service including partnerships with the DPH Contracts Team, DPH Kaizen Promotion Office (KPO), DPH Fiscal Team, DPH Central Administration, Facilities and Capital Planning, and the San Francisco Health Network. The Manager will lead and coordinate division strategic planning and drive a culture of excellence in the division by coaching and using problem solving approaches and tools toward a sustainable conclusion. The Manager is also responsible for leading the training of LEAN tools, reduction of waste, and ensuring alignment of PHD’s improvement and quality activities with the broader DPH KPO.

    The Performance Improvement Manager (0922 Manager I) performs the following essential job functions:

    • Oversees the Performance Improvement and Project Planning Units. Supports direction of activities of subordinate staff to ensure competency, appropriate planning, and adherence to timelines, and assesses organizational development needs of the personnel and provides training, or access to, as required.
    • Leads training for Performance Improvement across PHD by sharing knowledge and skills, providing and accepting feedback, supporting PHD goals, and acting as a role model. Shares LEAN best practices across PHD.
    • Oversees Performance Improvement initiatives and projects within the Population Health Division. Evaluates procedures and standard works, identifies and analyzes problems and issues, and implements and documents new procedures for PHD.
    • Oversees the development of metrics and dashboards, and coaches and supervises staff in metrics and data development, data validation, issues tracking, troubleshooting, documentation, and end user training.
    • Oversees special projects for PHD encompassing relocations, IT modernization, administration, and others within the division’s purview.
    • Collaborates with PHD leadership and staff in developing divisional goals, responsibilities, policies, and procedures. Supports building systems that facilitate alignment between strategic goals and improvement activities, leveraging project and process management, as well as true north metrics.
    • Leads in partnership with KPO the strategic planning for PHD, providing guidance and facilitation of the development, implementation, and monitoring of strategic goals, initiatives, and true north metrics.
    • Manages budget coordination, expenditure monitoring, and financial reporting for the Performance Improvement and Project Management Units. Prepares reports, correspondence, and maintains statistical records. Ensures efficient budget utilization and offers executive management early alerts and cost-saving solutions for potential overruns.
    • Manages resource allocation to attain timely, budget-compliant outcomes and measurable goals. Adjusts plans to accommodate new branch programs in the Population Health Division while addressing key divisional priorities.

    The Performance Improvement Manager (0922 Manager I) may perform other duties as assigned/required.

  • Qualifications

    Qualifications

    _ Required Minimum Qualifications_

    1. ​​​​​ ** Education** : Bachelor’s degree from an accredited college or university; AND
    2. ** Experience** : Three (3) years of professional experience managing or coordinating quality improvement or quality assurance activities.

    EDUCATION SUBSTITUTION: Additional qualifying experience as described above may substitute for the required degree on a year-for-year basis up to a maximum of two (2) years. One year is equivalent to thirty (30) semester or forty-five (45) quarter units.

    One-year full time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full time employment.

    Desirable Qualifications
    The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring:

    • Master’s degree in Public Health or Business/Public Administration
    • Two (2) years of experience supervising professionals
    • Two (2) years of experience in coaching, facilitation, and project management
    • One (1) year of experience in adult education and learning

    Candidates will be emailed a Supplemental Questionnaire (SQ) that is designed to measure the knowledge, skills, and abilities in job related areas which may include but not be limited to: skill in leadership and conflict resolution for personnel management and relationship development; analytical skills to assess data, identify trends, and make informed decisions; knowledge of LEAN tools, Results Based Accountability, A3, and problem solving; ability to adapt or implement effective policies, processes, and procedures to meet changing organizational and regulatory requirements; extensive communication skills that encompass verbal and written communication and interpersonal abilities. The SQ will be emailed to the address listed on the candidate’s online application. Candidates will be required to respond to the SQ in the time frame indicated and must submit the completed questionnaire as directed in order to have it evaluated. Responses cannot be changed once submitted. Candidates must achieve a passing score on the SQ in order to continue in the selection process and will be placed on the confidential eligible list in rank order according to their final score. A passing score must be achieved in order to be included on the confidential eligible list.

    Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

    Certification
    The certification rule for the eligible list resulting from this examination will be the Rule of the List.
