IDEAL CANDIDATE
The Health and Human Services Agency, Public Health Services, Tuberculosis Control and Refugee Health Branch is seeking a dynamic and innovative leader who:
- Has strong administrative expertise, including health system-level planning, development, fiscal and contract management, implementation, evaluation, clinical and performance monitoring.
- Models and supports exceptional service delivery to improve system performance and reach challenging goals, using data and best practice to drive results.
- Has the ability to communicate effectively with a variety of individuals representing diverse cultures and backgrounds at all levels of the organization and within the community.
- Maintains a healthcare and systems perspective in all activities and decisions.
- Has experience collaborating with multiple disciplines and stakeholders.
- Is a dynamic leader with the ability to maintain rapport and collaborative practice across the organizational enterprise and with regional, state, and national partners.
- Can function calmly in challenging situations requiring a high degree of sensitivity, tact and political acumen and diplomacy.
- Has sound knowledge and experience in communicable disease control and prevention, as well program development and management.
MINIMUM QUALIFICATIONS
- A bachelor's or master's degree from an accredited U.S. college or university, or certified foreign studies equivalency in Nursing, Public Health, Business Administration, Public Administration or a closely related field; AND,
- Six (6) years of experience coordinating medical and/or health service delivery or behavioral health services programs, three (3) years of which must have been in an institutional or in a community agency setting.
Note: Additional years of relevant experience may substitute for the education requirement on a year for year basis. The required experience must have included medical and/or health service or behavioral health administration with responsibility for budget administration, contract negotiations and coordination of professional medical, health and/or re-entry staff. A current California Registered Nurse license is desirable, but not required.

CONDITION OF EMPLOYMENT
As part of the County of San Diego's pre-employment process, prospective candidates will undergo a background check (including fingerprinting) and a pre-employment medical screening prior to beginning County employment. Additional types of background investigations may be conducted based on the job-related activities of the position. Current County employees may be excluded from this process.
EVALUATION
Qualified applicants will be placed on a six (6) month employment list based on scores received during the evaluation of information contained in the supplemental questionnaire.
