Program Eligibility & Application Kit (PEAK) is the online self-service portal for Coloradans to apply for medical, food, and cash assistance programs across HCPF and CHDS departments. PEAK is the fast and easy way to access benefits information - anytime and anywhere. The work unit includes a PEAK Manager and internal contractor teams. The contractor teams include Deloitte and the PEAK Technical Call Center. PEAK has two million visitors a year and provides over a quarter of million real time applications. PEAK strategy, enhancement roadmap, and communicating those elements to stakeholders are the three major focuses of the work unit. This work unit manages and directs projects included on the PEAK roadmap. This work unit is responsible for compiling, disseminating and analyzing PEAK eligibility data from internal and external customers including the PEAK consumers, the Governor's Office of Information Technology (OIT), CDHS and HCPF Executive staff.
We are onboarding new employees using a hybrid approach. The Department supports flexible work arrangements. Depending on the business need and description of the position, we have options that range from fully remote, hybrid, to full-time in the office. Specific discussions about the schedule will be discussed during the offer stage.
**Please note - equipment provisioning and certain onboarding tasks will take place in person, in our downtown Denver office, on the first day of employment.**
Description of Job
This position plans, oversees, monitors, tracks and leads PEAK user experience (UX) projects through the Deloitte project lifecycle. It also manages PEAK UX CBMS/Deloitte projects and the PEAK teams and Deloitte project teams simultaneously.
Additional duties include, but are not limited to:
  • Leading Deloitte project team members to successful completion of projects that are needed to realize the long-range strategic objectives of the PEAK self-service portal serving Coloradans and all programs within the HCPF and CDHS Departments
  • Responsibility for CBMS/Deloitte UX project activities that include business needs assessments, order of magnitude, and level of effort assessments that determine the CBMS and Deloitte system solutions for timely and successful implementation and maintenance of CBMS/Deloitte UX projects
  • Managing processes with internal and external stakeholders using contractual vender standards to ensure that program, systems, and/or operations impacts are identified in advance to provide notification of change to stakeholders as well as gain appropriate HCPF, CDHS, and OIT approvals
  • Directing resource allocations related to project activities and monitoring of project related tasks for quality and timeliness
  • Collaborating with budget and accounting offices, Program offices, Policy offices, Communications and Human resources offices, and contract vendors to identify costs, schedule, and resources for project initiatives. Collaboration includes activities with OIT, HCPF, and CHDS departments.
  • Seeking to clarify information and decisions from all stakeholders in the preparation of both temporary and permanent solutions for PEAK business and UX needs.
  • Assisting the HCPF, OIT, and CHDS departments with activities required by federal oversight agencies regarding federal funding, compliance obligations, and strategic plans.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Experience Only:
Seven years of professional experience in digital product management.
OR
Education and Experience:
Bachelor's degree from an accredited institution in a field of study related to the work assignment.
AND
Three years of professional experience in digital product management.
PREFERRED QUALIFICATIONS
  • Prior or current state experience related to the duties of this position
  • Minimum of two (2) years of Medicaid, SNAP, or TANF eligibility and enrollment experience preferred
  • Strong knowledge of System Development Lifecycle (SDLC) functionality and compliance requirements.
  • Experience with waterfall or agile methodologies of software development.
  • Experience in healthcare security and privacy compliance
  • Strategic vision for technology integration,
  • Exceptional analytical and problem-solving skills.
  • Excellent communication and collaboration abilities.
  • Ability to manage and prioritize multiple project tasks in a high-pressure environment to meet deadlines

DEFINITION OF PROFESSIONAL EXPERIENCE: Work that involves exercising discretion, analytical skill, judgment, personal accountability, and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods.
CONDITIONS OF EMPLOYMENT
  • All positions at HCPF are security sensitive positions and require that the individuals undergo a criminal record background check as a condition of employment.
