POSITION DESCRIPTION:

Brief Description of Work A PCO Manager is required to perform complex requirement management which will include: identification, analysis, and mapping during the conversion of critical MDOC Offender systems. Due to the criticality of the applications and the complexity of the projects, the project requires a PCO Manager with superior analytical and communications abilities. The PCO Manager will be working directly with senior subject matter experts, project management and system designers and developers and must possess notable technical experience. Description of the requested work, including deliverables The scope-of-work is to serve as PCO Manager for the MDOC projects in particular; the scope-of-work includes the following: 1) Requirements gathering a) Analysis and tracking of complex 'as is' and 'will be' components. Review deliverables and provide approval feedback to insure systems achieve intended purposes b) Facilitate requirements gathering sessions - Work with DTMB and MDOC the Agency requesting services to provide the requirements gathering session-conducting services to support varying projects c) Perform Business Process Re-engineering to achieve improvements in critical measures of performance such as cost, quality, service and speed d) e) Review business requirements to validate that the requirements conform to DTMB standards, meet the business needs and provide the level of clarity and specificity to allow the Development and Implementation of requirements f) Using Structured techniques, create Business Requirements Documentation to provide a prioritized, consolidated view of the project's requirements and workflows associated with the project g) Facilitate communication between technical team and business analysts h) Provide analytical and technical assistance in gap analysis i) Assist in the preparation of training materials 2) Requirements Management a) Maintain business requirements document; update requirements based on agreed upon changes. Perform correspondence updates to the requirements matrix. b) Evaluate and make recommendations on the project's process and procedures for managing requirements c) Evaluate and make recommendations on project policies and procedures for ensuring that the system is secure and that the privacy of client data is maintained d) Verify that an analysis of client and state needs and objectives has been performed to verify that requirements of the system are well understood, well defined, and satisfy federal regulations e) Verify that all system interfaces are exactly described, by medium and by function, including input/output control codes f) Verify that all system requirements have been allocated to either a software or hardware subsystem g) Verify that a well-defined plan and process for reengineering the system is in place and is followed h) Facilitate peer reviews for exit stage interviews to validate functional and system design meets the business requirements 3) Provide training to State staff on business requirements gathering processes, to include documenting requirements and managing requirements to ensure the project meets all identified requirements. 4) Project Management and Support a) Familiar with or experienced with Release Planning and Management. b) Apply knowledge, skills, tools and techniques to project activities to meet project requirements in terms of time, cost, and scope and at an acceptable level of quality. c) Proactively employ effective decision making techniques, prioritizing issues in accordance with overall project timelines d) Support reporting/communication mechanisms for the project (1) Develop and deliver progress reports for project leadership. (2) Maintain an effective, customer-focused and usable communications process

 

SKILLS REQUIRED :
The PCO Manager must have the following experience, skills and expertise: a) A minimum of 15 years of experience performing complex analysis for IT projects. b) 10 years' experience as a Senior Project Manager facilitating process and technology changes within an organization, including projects with multiple deliverables, Managed the launch of new products and services, large-scale application development, systems integration, system enhancements, operational efficiency improvements, process reengineering and IT infrastructure upgrades. a) 10 years of experience in requirements management writing functional specifications and end users documentation. b) Eight years of experience absorbing organizational strategy and working with stakeholders to identify and define priorities. c) Minimally five years of experience performing complex analysis and documenting results and proposed solutions. d) Minimally five years of experience independently managing all requirements management project activities and deliverables. e) Three years of experience working with project management to plan and manage BA project activities. f) Demonstrated success functioning in a fast-paced work environment, handling multiple priorities. g) Excellent verbal and written communication skills. h) Capability of giving attention to detail while still understanding and dealing with the global aspects of the project.
