This recruitment announcement is for one (1) full-time project Program Specialist 3 (PS 3) position currently funded through June 2024 (contingent upon funding, this position may be extended).

This Pathways Community Engagement CoordinatorProgram Specialist 3 position will focus on supporting the implementation of the Community Representative Workforce Pathways Pilot program on the Community Relations & Equity Team (CR&E), located in the Office of Public Affairs & Equity (OPAE). The Workforce Pathways (WFP) Program is a unique and innovative pilot program funded through the Centers for Disease Control and Prevention (CDC), as part of a larger public health effort to respond to the impact of COVID-19 on essential workers in public health and allied health.

Some of what you'll be doing:

  • Support development of a comprehensive community outreach and engagement plan for the Workforce Pathways Program.
  • Support Regional Pathways Pilot launch.
  • Support host site projects, which align and incorporate the CDC's 10 Essential Public Health Services.
  • Provide technical, logistical and communications assistance and support for partnership outreach and engagement.

The Community Relations & Equity (CR&E) Team leads the agency's Equity & Social Justice Infinitives and strives to ensure communities are centered in our policies, plans, education efforts, programs, and decisions. The CR&E team works on policy, systems, and access efforts; institutional efforts to operationalize equity within the agency; and community partnership and engagement.

Location and flexibility

The incumbent may be located anywhere within the State of Washington. Telework (mobile work) is currently expected. When approved, the incumbent will work with their supervisor to identify an appropriate work schedule and balance including telework and reporting to the Tumwater, WA duty station for work activities as needed. We anticipate the incumbent will work at the Tumwater office 1-2 days quarterly.

Required Qualifications

Option 1: Four (4) or more years of experience planning, developing, and conducting comprehensive outreach and Community Engagement efforts that are culturally and linguistically appropriate.

OR

Option 2: A bachelor's degree or higher from an accredited college or university AND at least two (2) years of experience leading, planning, developing, and conducting comprehensive outreach and Community Engagement efforts that are culturally and linguistically appropriate.

AND

Experience in the following:

  • Managing multiple, complex projects at the same time.
  • Integrating community voice, feedback, needs, and preferences into program plans, projects, and initiatives, with specific experience engaging communities and partners.
  • Building partnerships and working collaboratively with others.
  • Experience ensuring services and information are accessible for individuals with disabilities and people with limited English proficiency.


Skills and Competencies

  • Aligns project objectives with broader organizational goals.
  • Identifying and addressing access barriers by applying an equity and social justice lense.
  • Excellent verbal, written, and inter-personal communication skills with a wide variety of audiences.
  • Demonstrates a high level of emotional intelligence, critical thinking, and judgment during challenging or ambiguous situations.
  • Adapts to changing business needs, conditions and work responsibilities to achieve successful solutions and results in dynamic situations.

Desired Qualifications

Experience defined below may have been gained through paid or unpaid activities. Please ensure any relevant experience defined below is outlined in your cover letter, resume, and/or applicant profile.

  • Two years' experience supporting community-driven efforts.
  • Two years' experience working within a governmental agency.
  • Planning or coordinating programs grants, contracts and/or projects including experience with assessment, planning, implementation, monitoring, and evaluation.
  • Speaking, reading and writing proficiency in one of the 37 most spoken languages in Washington State other than English.
