Description
DEFINITION
Under general supervision, to enforce municipal ordinances governing the keeping of animals in the City; to collect and transport animals to the shelter and to do related work as required. The work requires independence and discretion in dealing with the public and in conducting field enforcement activities.

MINIMAL QUALIFICATIONS
Experience and Education:
  • Any combination of education and experience that has provided the knowledge, skills and abilities necessary for a Part-Time Animal Control Officer may be considered qualifying.
  • A typical way of obtaining the required qualifications is to possess one year of experience in the care and handling of animals.
  • High school diploma or equivalent education.

License Required:
Possession of a valid California Driver's License and a good driving record.
PHYSICAL DEMANDS AND WORKING CONDITIONS
Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping, crawling and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when inspecting work and operating assigned equipment and acute hearing is required when providing phone and face-to-face service. The need to lift, carry, pull and push tools, supplies and other equipment weighing 25 pounds or more is also required. Additionally, the incumbent in this position works outdoors in all weather conditions including wet, hot and cold. The position entails working in hazardous situations involving the capture, custody and maintenance of a variety of domestic and wild animals. The nature of the work also requires the incumbent to climb ladders, drive motorized vehicles, work in heavy vehicle traffic conditions and often work with constant interruptions. Works varying shifts, holidays and weekends.
EXAMPLES OF DUTIES
  • Patrol streets in a vehicle to respond to calls or complaints from the public regarding stray, vicious, diseased or dead animals;
  • Investigate complaints and emergency calls regarding animals;
  • Investigate animal bites, quarantine animals suspected of being rabid, contact bite victims to ascertain the circumstances of an incident;
  • Assist the public in claiming animals and follows-up on animals which have been returned to owners;
  • Enforce Animal Control laws by issuing warning and citations;
  • Capture, control or incapacitate animals including ill, injured, vicious or dangerous animals;
  • Contact citizens and resolve complaints regarding licensing and vaccination requirements;
  • Maintain records and reports of enforcement activities;
  • Photograph violations; gather evidence for court proceedings; post notices relating to required abatement; compose and type correspondence, reports, forms and specialized documents; operate communications equipment;
  • Clean, maintain and disinfect Animal Control truck and city impoundment facility;
  • Provide information as appropriate and resolve service issues and complaints;
  • Establish positive working relationships with the community, city/county agencies, associations and City management and staff;
  • Assists the public in the process to adopt out, animals in the city's shelter

  • Learn laws and ordinances pertaining to animal regulation including those governing the collection, impoundment, treatment and disposal of animals;
  • Ability to safely and effectively operate the tools and equipment used in the capture, control and maintenance of animals.

Knowledge of:
  • Basic methods of animal collection and care;
  • Animal control protection laws and regulations;
  • Common animal diseases;
  • Safe work practices;
