Nature of Position
The City of Alameda is seeking a thorough, ethical, and analytical individual to fill one (1) current full-time Animal Control Officer opening in the Alameda Police Department.
About APD
The Police Department is currently authorized a staff of 88 officers and 36 professional full-time personnel and is responsible for protecting the City's residents, property owners and businesses. The department fosters a problem-solving, community policing philosophy and works collaboratively with policymakers, the City Manager's Office, and the community to address problems of crime and property damage.
Under the leadership of Chief Nishant Joshi, the Alameda Police Department is organized into the Bureau of Field Services and the Bureau of Support Services. Field Services include the Patrol Division and Traffic Division; Support Services include the Investigative, Technical, and Administrative services.
About the Position
Under supervision the Animal Control Officer performs work involved in the operation of the City Animal Shelter, including enforcing City regulations governing the licensing, impounding, emergency treatment and euthanasia of animals. Performs other related work as required.

Examples of Duties
  1. Participates in the operation of Shelter facilities including feeding, housing and care of animals, and maintenance of Shelter facilities in a clean and sanitary condition.
  2. Receives and investigates complaints regarding animals; explains City regulations and takes action where necessary.
  3. Drives a City truck or van, patrolling and picking up dead, injured or stray animals.
  4. Issues citations to owners whose animals have violated City regulations.
  5. Locates owners of impounded animals.
  6. Processes animal adoptions; processes and issues animal licenses.
  7. Performs euthanasia of unclaimed animals.
  8. Accepts payment of fees and/or maintains and processes various cash or bookkeeping records.
  9. Processes records, compiles information and prepares reports; makes inquiries and updates computer systems; performs clerical duties in support of Shelter operations.
  10. May do collections for unpaid or overdue licenses, fines, etc.
  11. May provide lead direction and training for Shelter support staff and/or volunteers.

Employment Standards
Education/Experience
Any combination equivalent to education and experience likely to provide the required knowledge and abilities. A typical way to obtain the knowledge and abilities would be:
Education: Graduation from high school.
Experience: One year animal care and/or control experience and responsible service-oriented experience dealing with the public.
Knowledge
Knowledge of laws and regulations governing licensing, impounding, care and euthanasia of animals; the symptoms of common animal diseases and the various breeds of dogs and other animals; modern office practices and procedures.
Ability
Ability to effectively care for a variety of animals and perform Shelter maintenance and operation activities; perform clerical work and basic mathematical calculations with speed and accuracy; operate a computer terminal, a variety of office equipment and specialized animal care equipment; read, interpret, apply and explain various codes, regulations, manuals, maps, etc.; establish and maintain accurate records; prepare reports concerning areas of assignment; communicate effectively; act with resourcefulness, courtesy and initiative; establish and maintain effective working relationships with employees and the general public.
Keyboard Skill
Ability to perform computer data entry and routine typing with speed and accuracy.
Special Requirements
Willingness and/or ability to work a variety of shifts, including holidays and weekends; respond to after hours emergency calls as required; wear a uniform and safety equipment; work outside in inclement weather; work under undesirable and hazardous conditions; conform to department grooming standards; successfully pass a background investigation; work alone, attend educational sessions as required.
Physical and Mental Health
Candidates considered for appointment must pass a job related medical examination. Incumbents must demonstrate a state of physical and mental health consistent with the ability to perform assigned duties and must be free from animal related allergies or immobilizing fear of animals causing the inability to perform all prescribed functions.
Other Requirements
Possession of a valid California Driver's License and satisfactory driving record as a condition of initial and continued employment.
Possession of, or the ability to obtain within one year of employment, valid California Penal Code Section 832 certification, (arrest, search and seizure), or the equivalent.
Possession of, or the ability to obtain within six months of employment, certification in administration of euthanasia.

The Animal Control Officer position requires a minimum of one (1) year of experience in the care and handling of animals and dealing with the public.   • Experience working with animals in an animal shelter (i.e. Kennel Attendant, or Veterinary Assistant).
