The Position

ABOUT US:
The East Bay Regional Park District is a system of beautiful parklands in Alameda and Contra Costa counties to the east of San Francisco. The system comprises 73 parks spanning across 126,809 acres; 1,250 miles of trails; 55 miles of shoreline. We manage and preserve natural and cultural resources for all to enjoy and protect. The regional parks are ideal for healthful recreation and environmental education. The Opportunity:
The Park District anticipates several vacancies located at various parks and sites throughout Alameda and Contra Costa counties. The hiring pools established as a result of this recruitment will be used to fill the current vacancies and any additional vacancies that may occur during the one-year life of the hiring pools.
What You'll Be Doing: Under general supervision, provides varied visitor services and customer service duties; collects visitor fees and charges; performs routine semi-skilled and unskilled maintenance and other tasks on Park District properties and facilities in support of the operation, development and resource protection of the Park District's parklands and trails; and performs related duites as assigned.
The Park Services Workeris the second level within the park operations series. Employees within this class are distinguished from other classifications in the series in that this classification performs a variety of visitor services and customer service duties as well as routine semi-skilled and unskilled maintenance on Park District properties and facilities.
REPORTS TO: Chief, manager, supervisor, or designee.
We Are Looking for Individuals Who:
  • Are motivated team players who enjoy gardening work or grounds maintenance tasks;
  • Are familiar with general grounds maintenance equipment and have the ability to use power tools and hand tools;
  • Enjoy working in public areas and have the ability to provide quality customer service;
  • Can follow both written and verbal instructions;
  • Are willing to complete general park maintenance activities on a regular/daily basis such as:
    • Cleaning and stocking of both public & employee restrooms
    • Pick-up and removal of general litter and debris from district properties
    • Emptying garbage and recycling cans
  • Basic knowledge of cash handling;
  • Ability to use POS systems and software to track a variety of data as well as completing daily reports

Essential Functions

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
Under general supervision:


  • performs visitor services
  • provides information and directions
  • answers phones
  • responds to complaints
  • collects appropriate fees
  • sells memberships
  • bait and tackle
  • registers campers
  • maintains good relations with neighbors and homeowner's associations
  • maintains professional relations and communications with crews, supervisors, Park District staff, concessionaires, tenants, and other agencies
  • assists with special events and reservations groups
  • completes daily and monthly revenue reports
  • balances cash and prepares bank deposit slips
  • performs watercraft and trailer inspections and updates the inspection database
  • keeps various logs, such as daily logs, number of visitors, and campground usage
  • responds to emergencies, such as medical, searches, park fires and other requests for aid
  • operates radios to provide and coordinate information
  • provides traffic control
  • completes medical/incident reports
  • performs routine maintenance work, including picking and removing liter, cleaning, and stocking restrooms, emptying garbage cans, changing trash liners, and removing graffiti
  • performs light maintenance and maintains boat ramps, docks and boat inspection areas and performs related duties as assigned.
Under direct guidance and oversight from lead Park Operations staff:
  • assists with turf maintenance, including cutting and laying sod, mowing, weeding, fertilizing, aerating, watering, seeding, and raking
  • assists in planting and pruning trees and shrubs and ground cover
  • mulches and amends soil
  • assists with irrigation
  • operates line trimmer, hedge trimmers, blowers
  • paints and repairs signs, information panels, fences, gates, benches, tables, and parking lots
  • controls rodents and other pests
  • assists in performing trail, trail head and staging area maintenance
  • clears culverts
  • removes hazards
  • removes invasive plants, such as poison oak
  • assists in repairs and replaces barbed wire and chain link fencing
  • assists in repairing stairs and boardwalks
  • performs routine building maintenance, including cleaning gutters and assists in maintaining and cleaning sewer lines using snakes
  • makes minor repairs of pumps, heaters, and alarm systems
  • cleans hook-up sites and dump stations at campgrounds; patrols and opens and closes parks
  • patrols interior waterways by boat
  • closes trails due to fire danger or wash outs
  • protects natural resources, including recognizing and protecting plant life, wildlife, artifacts and structures
  • assists with removing exotic and non-native plants; assists with Stewardship Department's projects and assists with fuels management including, but not limited to, weed abatement, mowing and brush removal
  • operates and assists maintaining equipment
  • changes fluids, tires, and belts for light equipment
  • drives trucks, four-wheel drives, ATVs and shuttles

Minimum Qualifications

Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education:
Equivalent to the completion of the twelfth grade; AND
Experience: Six months of paid experience which demonstrates the ability to provide quality customer service, handle cash, perform gardening work or grounds maintenance tasks; AND

License or Certificate: Possession of a valid Class C California Driver's License is a condition of initial and continued employment in this classification.

Additional Information

The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Knowledge of:

  • communicate clearly and concisely, both orally and in writing
  • establish and maintain effective working relationships with those contacted in the course of work at all levels, including a culturally diverse general public, with a focus on quality service to internal staff and external customers

Conditions of Employment:
  • All East Bay Park Regional District employees are required to be fully vaccinated against COVID-19 as a condition of employment.
  • The selected candidate must be able to pass a Level 1 background check which includes: employment history verification, employee reference checks, and criminal history review. Pursuant to the Federal Immigration and Reform Act of 1986, all hired applicants will be required to provide proof of identity and appropriate work authorization documents prior to commencement of employment
  • May be required to work unusual hours, nights, weekends, holidays, outdoors and in a variety of weather conditions.
  • Depending on the work location and assignment ability to use a respirator in the performance of work. In accordance with CAL OSHA respirator regulations, Title 8, 5144 (c) (g) (l) (A) (l.), incumbents shall not wear facial hair (e.g. beards or long sideburns, etc.) that impede the effectiveness of the respirator
  • Must wear a Park District uniform
  • This position is designated as a Mandated Reporter under the Child Abuse and Neglect Reporting Act (CANRA). Mandated reporters are individuals who are obligated by law to report suspected cases of child abuse and neglect. As such, you will be required to sign an acknowledgment of having received the District’s policy and your responsibilities.

ADDITIONAL INFORMATION
Union Affiliation: East Bay Regional Parks Employees, Local 2428, American Federation of State, County & Municipal Employees (AFSCME), AFL-CIO, represents this classification. Wages, hours, and other terms of conditions of employment are covered in an Agreement between the Park District and Local 2428. The probationary period for this classification is nine (9) months.
Internal Promotions: Placement shall be made at the first step in the salary range for the new position (Step A) unless the salary rate at Step A of the new position is less than a 5% increase. In such instances, the employee will be placed at a step in the new salary range that ensures at least a 5% increase.
