Outpatient Competency Restoration Program Administrator (MAPS3/DBHR)

This position recruits and prepares community behavioral health organizations to execute court-ordered programming for individuals ordered into Outpatient Competency Restoration programs. This individual will manage OCRP contracts across the state and will work in collaboration with courts, attorneys, and a variety of community partners. The OCRP provides an option for the courts to order restoration services in the community for people who the court determines as not competent to stand trial and who are appropriate for community-based services and treatment. The ideal candidate will have direct services experience in a community behavioral health setting and be motivated by the tangible outcomes outlined for this program by the Trueblood Settlement Agreement.

About the position:
The Outpatient Competency Restoration Program (OCRP) Administrator is located within the Trueblood Team, a unit within DBHR, and is supervised by the Trueblood Team Supervisor. This position will provide coordination for OCRP as required by the Trueblood v. Washington joint stipulation and project plan and to integrate the project with existing functions of the Trueblood team and cross-State agency Trueblood implementation team. This position will be responsible for developing and maintaining partnerships with community and internal stakeholders, as well as courts throughout Washington. Outcomes of the position include the provision of effective linkages for Outpatient Competency Restoration participants with appropriate and timely services. The scope of impacts are statewide, including Department of Social Health and Services (DSHS) and HCA Competency Restoration Programs, jails, courts, HCA contractors, community behavioral health providers, and others involved in the forensic mental health system.
This position is eligible to telework and is typically not required to report on-site, but includes quarterly on-site visits with contracted providers. The default assigned work location of all Health Care Authority (HCA) positions - both on-site and telework eligible positions - is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.
Some of what you will do:
Provides oversight and program management of the Outpatient Competency Restoration programs in the Trueblood phased regions.
  • Ensures that contracted providers implement and adhere to standards of the Competency Restoration Program.
  • Manages, trains, and develops policies related to the ongoing service provision of the Outpatient Competency Restoration Programs.
  • Provides direct guidance, oversight, and consultation to the teams, responsible for the accountability and performance requirements of the OCR programs across the state.
  • Plans, prioritizes, and monitors use of budgets and resources.
  • Manages program planning and delivery of services.
  • Participates in the development and ongoing use of quality assurance standards and performance improvement metrics to continuously improve the timeliness and effectiveness of screening and services provided to people who are court ordered for Outpatient Competency Restoration.
  • Produces creative solutions about the ways in which Washington's Outpatient Competency Restoration Program can both be modelled after and operate differently than other out-of-custody Restoration Programs in the nation.
  • Produce ongoing and ad hoc reports, data, and presentations for policy makers, court personnel, and other stakeholders.
  • Administers training, consultative services, and technical assistance.
Stakeholder engagement
  • Act as the subject matter expert on OCRP services to internal and external Trueblood stakeholder groups, including making recommendations to the Governor's office, legislative branch, and regionally-phased court personnel.
  • Facilitates and/or participates in interagency collaboration and multidisciplinary coordination.
  • Provide technical assistance to other entities as needed including MCOs, ASOs, treatment programs, jails, forensic navigators, Trueblood Settlement Agreement programs, other elements of the forensic system, tribal partners, sister state agencies, stakeholders and community partners.
  • Develop, plan, coordinate and interact with the regional networks whose services and/or programming may impact those people served in OCR programs.

Required qualifications:
Qualifying candidates will meet oneof the following requirements:
  • Bachelor's degree in psychology, sociology, social work or a related human service or rehabilitation services course of study AND five (5) years of professional work experience in public behavioral health system with specific duties related to individuals who are homeless and have serious mental illness or co-occurring mental health and substance use disorders, and/or managed behavioral healthcare
  • Associate degree in a degree field listed above AND seven (7) years of the relevant experience listed above
  • Nine (9) years of the relevant experience listed above, OR
  • One (1) year experience as a Medical Assistance Program Specialist 2 (MAPS2) in a similar position, working with agencies in similar fields, and performing relevant work.
Notes:
  • Additional years of experience will substitute for the required education on a year-for-year basis.
  • Graduate level education will substitute for two (2) years of experience.

Qualifying candidates will also meet allof the following requirements:
  • Valid driver's license and ability to drive to agency sites in multiple regions.
  • Knowledge of:
    • Washington State's community behavioral health system.
    • Washington State's crisis continuum of care.
    • Trueblood v DSHS lawsuit.
    • Forensic and criminal court system.
    • Intersections of behavioral health and the law.
    • Federal and state behavioral health statutes, rules and regulations including Medicaid regulations.
    • Behavioral health managed care principles and contract issues, access, medical necessity, resource management, quality improvement, cultural competency, and provider contracting including priorities and rules related to federal funding.
    • The role of Certified Peer Counselors within the community behavioral health system.
Preferred qualifications:
  • Knowledge and experience in project management.
  • Excellent written and verbal communication skills including the ability to develop and conduct presentations for diverse audiences.
  • Firm knowledge of the local, state, and federal housing resources.
  • Strong oral and written communication skills.
  • Strong computer skills in Microsoft Office (Word, Excel, PowerPoint, Outlook).
  • A proven ability to work with and commitment to right and ability of each person with a disability such as mental illness to live in normal community residences; work in market jobs; and have access to helpful, supportive, adequate, and continuous supports and services.
  • Proven ability to develop supportive trusting relationships with individuals with severe and persistent mental health conditions and respect for each person's rights and personal preferences in treatment.
  • Personal commitment to the Recovery Model of care.
  • Experience working with Certified Peer Counselors a clinical setting.
  • Experience working in clinical team settings.
  • Experience working with people experiencing homelessness.
  • Experience working with forensic system.
  • Experience providing training and technical assistance.
  • Knowledge of federal, state laws, rules and procedures that govern supportive housing initiatives.
