Each of our positions has a designated salary range. This position's salary range starts at $69,737. Starting wage is based on knowledge, education and experience.


Primary Accountability:

The Operational Technology (OT) Data Analyst is responsible for conceptualizing analytic approaches, developing key analytics, and executing complex advanced analytics services. This position will build an understanding of the business at a level of detail that enables them to identify and address critical issues. This position is responsible for understanding how data is turned into information, and how that information supports and enables key business processes. Additionally, this position will delve into the foundational roots of a data element to create new insights and information for FreeState Electric Cooperative (FreeState). Develops an advanced level of understanding of and proficiency with key hardware, software, and functionality related to FreeState's Advanced Metering Infrastructure (AMI), Supervisory Control and Data Acquisition (SCADA), and Enterprise Resource Planning (ERP) systems.


Essential Duties:

  • Leads, models, and oversees analytical processes to ensure high quality information is available to support decisions for management and optimization of FreeState's assets.
  • Works with FreeState's internal departments, business partners, vendors, and other cooperatives to identify and support opportunities for leveraging data analytics.
  • Performs as principal resource for the first of the following areas, and secondary resource for the remaining:
    • AMI-centric: Administers FreeState's Meter Data Management (MDM) system while coordinating with other MDM users and stakeholders to ensure business needs are met, such as: establishing Validation, Estimation & Editing (VEE) routines; interpreting and organizing data repositories/data modeling; planning, organizing, and coordinating meter data projects; providing information for various engineering studies/analysis; and developing various reports and studies as needed.
    • SCADA-centric: Assists in installing, programming, maintaining, and repairing SCADA equipment; Responsible for system programming, database administration, graphical display work and related control design.
    • ERP-centric: Assists in the administration of FreeState's ERP systems; interprets and organizes data repositories/data models; provides information for and coordinates various data projects/analyses/reports; develops various data views, reports, and studies, as needed.
  • Elicits, analyzes, documents, and communicates existing and emerging business information needs to ensure that the right information is available for making business decisions.
  • Develops and creates data models by applying formal data modeling techniques. Creates predictive models to understand likely future outcomes and creates proof of concept to test prescriptive actions.
  • Establishes and maintains data analysis processes and best practices to improve data analysis capabilities throughout the Cooperative.
  • Stays abreast of related new technology and industry standards. Explores and evaluates new technologies which may benefit FreeState's operations. Coordinates the identification, acquisition, and implementation of new or upgraded hardware and software, and software development/productivity tools. Tests new or demonstration products. Applies standards to existing systems.
  • Supports special project needs by performing assigned project tasks according to the project schedule and assisting the project manager and team with the development of the project plan.
  • As a project leader, directs and delegates tasks as needed.
  • Prepares and submits a bi-weekly activity report.
  • Provides off-hours support of systems, as needed.
  • Performs additional duties as assigned by management.

Qualifications:

  • A bachelor's degree in business, mathematics, statistics, computer science, decision sciences or another related field is required.
  • Must possess and maintain a valid driver's license.
  • Microsoft Power Platform certifications (Power Platform Fundamentals, Power BI Data Analyst Associate, Microsoft Certified: Power Platform Solution Architect Expert) are preferred.
  • At least 3-5 years of work-related experience as a business, systems, or Data Analyst gathering/analyzing application programming and database design is required.
  • At least 3-5 years of work-related experience which provides the skills and abilities to perform a job of this nature is required. Equivalent combinations of education and experience will also be considered.
  • At least 3-5 years of work-related experience with designing and deploying reports, dashboards, and data visualizations is required.
  • At least 3-5 years of work-related experience with data analytics and statistical languages and tools, such as Python, R, SQL, Java, Tableau, Power BI, Cognos BI, SAS, Business Objects is required.
  • Experience working with Oracle and SQL Server databases.
  • Experience with data exchange, including APIs and tools such as JSON, XML, and MultiSpeak.
  • Experience with the use of cloud platforms, such as Azure and AWS.
  • Experience in leading projects that deliver high-value business and technical solutions.

Physical Demands:

  • Consistently sits for extended periods of time. Occasionally stands, walks, bends, stoops, squats, lifts, unpacks and moves up to fifty (50) pounds.
  • Ability to perform finger and hand manipulation and perform repetitive motions in order to use a computer keyboard and telephone, as well as other office equipment.
  • Ability to read computer screens, mail and talk on the phone.

Work Environment:

  • Professional and deadline-oriented environment in an office setting.
  • Regular, reliable attendance is required.
  • Interaction with staff, vendors and members.
  • Must be able to report to their primary worksite after regular business hours, as soon as possible, in the event of an emergency situation such as electrical outages, inclement weather, etc.
  • Ability to travel between offices and attend meetings, trainings, workshops, and seminars, as directed.
