Essential Functions / Process Responsibilities include the following; other duties may be assigned as necessary:
- Maintains an effective working relationship and communication with the General Manager, peers and subordinates.
- Responsible for hiring, training, managing and development of operations personnel.
- Ability to build effective relationships, respond to union grievances, assist in arbitration, and interpret the union contract, where applicable.
- Oversees and manages through direct reports the daily operations and customer service of the transit system.
- Monitors data of ongoing ridership, fare collection, and key indicators to identify, evaluate, and improve performance. Creates reporting and analysis to improve overall operations.
- Ensures that operations are consistent with adopted policies, governmental regulations, and the transit interests of the public.
- Responsible for reviewing and maintaining accident investigations and customer complaints.
- Responsible for managing within the division's allocated budget.
- Formulates and maintains the SSEPP
- Is available to the client's staff, advisory and advocacy boards, outside organizations, and the riding public.

- Service planning - through college education, planning role, shadowing/mentoring
- Budget preparation - college course work, working budget sessions w/budget officer and procurement - forecast based on past, present and future growth; FTA Financial Management Oversight workshop; partner with existing SME on topic
- Procurement processes - working knowledge through training and/or shadowing
- Emergency Preparedness Plan - NTI, APTA, DOT, state and local agencies, company SME, Homeland Security
- Scheduling - in-depth knowledge of scheduling process - NTI run-cutting class, APTA run-cutting class, TSI courses; knowledge of scheduling software via vendor education; in-house SME's
- Triennial Review - attend FTA workshop; QAR audit review; mentorship
- Customer Service - on-line training videos; NTI training course, local consultants
- Leadership Classes - communications, public speaking, team building (through Employment Associations, participation in federal and state associations, private organizations, local colleges, NTI)
- Human Resources - Drug/Alcohol training through RLS or other substance abuse provider, DOT annual conference; Workplace Violence, Sexual Harassment (on-line classes, college courses, Employment Associations; OSHA, W/C through NTI; DOT medical cards through DOT; diversity training; ADA workshops with local agencies or NTI classes; Conflict Resolution training; Time Management; FLSA; performance management)
- Labor - Federal Mediation Conciliation Services provides training; hands-on by attending with labor negotiations, shadowing other management on grievance procedures; must understand labor contract
- Title Six of Civil Rights Act- NTI class; NTA, QAR's
- Public policy - mentorship, involvement in community; college courses

Physical Demands:
- Ability to exert up to 100 pounds of force occasionally. Physical activity includes, but is not limited to: driving company vehicles; operating radio, computerized farebox, headsigns and computer keyboard; handling, holding, lifting passenger packages; hearing passengers' requests; locking, opening, climbing, balancing, bending, squatting, twisting, rotating, kneeling, vision (both near and far), speaking/signaling, reaching, pulling/pushing: right sided acceleration/air brake food pedals; sliding left sided window at driver's seat, mirrors to adjust inside/outside of vehicle; destination sign; sun visor; levers/buttons/switches needed to operate bus/make adjustments to parts of bus during pre-trip inspection; lap seat belt; bus seats up/down to access wheelchair areas on wheelchair accessible buses; emergency hatch to open and close in case of an emergency (rare) or if air conditioning failure; spring releases underneath seats, occasional pushing of wheelchair of at least 100 pounds, reaching below waist, waist to shoulder, above shoulder, repetitive motion of wrists, hands, arms, and/or fingers, unlocking while operating various switches and door handles; operating lift; removing items left on the bus by passengers; seeing that passengers are seated before moving bus into traffic; sitting on seat while driving; standing, walking to operate wheelchair lift; talking to answer passenger questions and to announce destination stops; turning pages of route manual; and writing to document accidents, incidents, vehicle defects, etc. Sedentary work. Ability to see, talk; finger dexterity for data entry. Ability to look at a computer screen for long periods. Weight Lifting Restrictions: Must be able to lift up to Twenty-five (25 lbs.)
