JOB DESCRIPTION:

NORC at the University of Chicago seeks a qualified candidate for the position of Director of Operations of its International Programs (INPRO) Department. The Director of Operations will support INPRO department leadership in managing department-level financial and operational functions to ensure all international projects and proposals are effectively and efficiently implemented, in compliance with NORC policies and donor regulations, and within existing budget constraints. They will coordinate administrative and financial support functions to ensure project and proposal staff receive the quality and quantity of services required in a timely manner.

The Director of Operations will manage and oversee the department's operations and finance activities, including oversight of INPRO's operations staff. This includes ensuring appropriate and efficient assignment of operations team staff across projects and proposals; working with NORC's Financial Management and Analysis team to improve existing INPRO financial management systems and develop new ones to facilitate efficient project budgeting and financial reporting; training operations team members to execute their functions efficiently and correctly; and ensuring compliance and quality control in all financial management and project administration tasks (with particular emphasis on ensuring compliance with USAID and other government funded acquisition regulations). The candidate filling this position will have supervisory responsibility and report to INPRO's Department Head.

DEPARTMENT: International Programs

NORC's International Programs (INPRO) department has served the development community since 2005, helping international donors transform complex information into useful knowledge and evidence to inform policy and programmatic decisions. INPRO applies innovative methods and tools to address global challenges while advancing principles of scientific integrity and collaboration around the world. Our work spans a wide range of international development sectors, including education, vulnerable populations such as human trafficking, child and youth well-being, gender equality and women's empowerment, private-sector engagement, resilience and food security, land and resource governance, biodiversity conservation, natural climate solutions, agriculture, water and sanitation, and vulnerable populations. Since its establishment, INPRO has implemented projects in over 100 countries in Africa, Asia, MENA, Latin America and the Caribbean, and Eastern Europe and Eurasia.

RESPONSIBILITIES:
  • Review INPRO's financial and operations systems and processes to identify areas of improved efficiency.
  • Support the development and implementation of rigorous financial management systems.
  • Lead bi-annual revenue projections for the department.
  • Provide financial and operations management, budgeting, compliance oversight, and reporting on contracts, cooperative agreements (CAs), and grants.
  • Provide to senior management and clients timely and accurate project- and department-level financial and administrative reports, as required.
  • Supervise 5-7-person operations team on all department and project-level operational and financial matters, compliance issues, project health, and procurement of data collection and other services for contracts and grants funded by the U.S. government, foundations, and private entities.
  • Train, guide, and coach INPRO operations' staff on financial and operations systems/processes, thus ensuring compliance with financial and administrative and efficiencies at the project level (This training may extend to project directors, project managers, and overseas project staff, as needed).
  • Oversee and guide operations staff in developing project and proposal budgets, and project-level expenditure/funding pipelines, and financial forecasts aligned with work plans.
  • Work with NORC's Contracts & Grants Department to ensure review of and feedback on draft subcontracts, memorandums of understanding (MOU), Teaming Agreements, solicitation documents, and other agreements.
  • Work with Project Directors and assigned operations staff to communicate with clients, donors, and partners regarding contractual and financial requests as required to be in compliance with contracts/agreements.
  • Work with Project Directors and assigned operations staff to oversee efficient, streamlined, and compliant implementation of subcontracts.
  • Monitor budgets and invoices to ensure expenditures are in compliance with USAID and other USG policies and regulations, where relevant, and other sponsor requirements in other cases.
  • Facilitate strong coordination and communication between operations and project staff.
  • Perform detailed review of solicitations and develop questions for submission to clients to ensure information is clear on the requirements of cost proposals.
  • Ensure coordination with technical proposal team leads to collect all necessary inputs to develop a compliant, competitive, and successful cost volume (creating a detailed budget, budget narrative, and other information required by the solicitation to complete the cost/business volume.
  • Oversee and review cost proposals developed by operations staff to ensure they are compliant, competitive, and well documented.

Occasional international travel may be required.

SALARY AND BENEFITS:

The pay range for this position is $150,000-$180,000. 

This position is classified as regular. Regular staff are eligible for NORC's comprehensive benefits program. Benefits include, but are not limited to:
