Job description

Summary:

This position uses data to develop insights and interpret information to influence strategic business decisions and efficient business processes.  The Data analyst will use business, product and systems knowledge to define appropriate data solutions, recommendations, and process improvements.  Documents revised process workflows, policies and procedures. Performs full data lifecycle activities, including but not limited to monitoring, quality improvement, trend analysis, root cause analysis, reporting capabilities, and maintenance of business activities. Acts as an Operational Excellence data subject matter expert where assigned.  

Essential Responsibilities/Accountabilities

All Levels:

• Develops and implements databases, data collection systems, and other data repository and tracking mechanisms.

• Documents Data relationship definitions and develops business requirements and test cases.

• Tests developed systems and code changes and reviews to ensure compliance with processing specifications. Documents revised process workflows, policies and procedures.  

• Identifies problems, analyzes for root causes, and implements corrective actions. Analyzes and charts data, identifying trends, and produces reports. 

• Manages evaluation of operational systems and recommends improvements.  

• Reviews project development documentation for completeness, quality, consistency, and adherence to project management methodology standards.

• Prepares reports for management and participates in application system design review.  

• Trains and updates end-user personnel on appropriate procedures.  

• Analyzes proposed business systems or changes to project impact to operations. Identifies and suggests solutions in the processing system.

• Assists Compliance with review of regulatory requests from the State or Federal Government and determines operational procedure/documentation changes.

• Consistently demonstrates high standards of integrity by supporting the Lifetime Healthcare Companies’ mission and values and adhering to the Corporate Code of Conduct.

• Maintains high regard for member privacy in accordance with the corporate privacy policies and procedures.

• Regular and reliable attendance is expected and required.

• Performs other functions as assigned by management.

Level II:

In addition to Level I responsibilities, Level II additionally:

• Prepares and delivers high level management summary reports and presentations to project teams, department heads, and all levels of management, sometimes requiring assistance from management.

• Calculates cost-benefit analyses to justify staffing requests, assess alternative processing methods, and recommend process improvements, sometimes requiring assistance from management or other members of the team. 

• Directs analysis both within the department, and as the department interacts/interfaces with other corporate departments, for observations of processes and/or procedures to determine creative solutions or innovative approaches to process improvement strategies.

• Manages access and access requests to OpEx vendors.

• Uses technical solutions (video tutorials, training documents), to create training solutions for users.

• Oversees and Manages the Government Programs Reconciliation effort.

Level III:

In addition to Level II responsibilities, Level III additionally:

• Instructs junior level staff and others in all areas of Level II responsibilities.

• Maintains familiarity with the latest techniques for process improvement and/or project management techniques.

• May be called upon to serve as a Product or Project Manager on key projects.

• Represents Enrollment Management division on Department, Division, and/or Corporate meetings/projects.

• May represent Manager on Department, Division, and/or corporate meetings/ projects.

• Acts as a consultant performing duties that improve operational effectiveness at both intra-unit and inter-unit levels.

• Develops strategy and drives execution of complex data solutions, such as Government Audits and Reconciliation programs and/or methodologies.

• Responsible for the delivery of front-end systems using advanced technologies and techniques.

• Facilitates stakeholder and project meetings with internal and external customers

• Communicates with all levels of management regarding project status.

Level IV:

In addition to Level III responsibilities, Level IV additionally:

• Instructs junior level staff and others in all areas of Level I, II and III responsibilities.

• Mentors and constructs training programs for junior level staff and manages workflow assignments for junior analysts.

• Leads projects and initiatives for the operational business areas of responsibility for the respective division. May include but are not limited to operational procedures impacting Enrollment, or Call Center units, benefit administration, financial arrangement, systems development, member contracts and legislative/regulatory changes

• Communicates and comprehends business strategy and drives strategic recommendations and facilitates related implementations.

• Ability to communicate strategic vision to key stakeholders and develop collaborative initiatives.

• Applies advanced methodologies of process improvements and research techniques in the investigation and solution of complex data architecture processes.

• May represent Manager on internal or external meetings/ projects.

Minimum Qualifications

This description includes multiple levels of classification.  The levels of classifications are differentiated by demonstrated knowledge, skills, and the ability to manage increasingly independent and/or complex assignments, broader responsibility, additional decision making and, in some cases, becoming a resource to others.  New hires will be placed in the level for which they are most qualified based on their experience, credentials and skills.  

All Levels:

• Ten (10) or more years of data, processes, or business application experience, or a bachelor’s degree with four (4) or more years of experience with data, processes, or business applications.

• Demonstrated ability in data gathering and analysis techniques.

• A working knowledge of PCs and excellent skills in Office packages, database solutions and concepts, data mining tools.

• Strong analytical and problem-solving skills.

• Must have solid communication skills – both oral and written.

• Analyst skill set to include but not limited to:

• Documenting Current & Future State Process Workflows

• Developing Business Requirements

• Writing Test Cases

• Testing business impact of software/system changes made by IT

• Policy and Procedure Development

• Data & Trend Analysis

• Metrics & Inventory Reporting

• Problem Identification, Root Cause Analysis, Problem Resolution.  

Level II:

All minimum qualifications of the Level I in addition to:

• Twelve (12) or more years of data, processes, or business application experience, or a bachelor’s degree with five (5) or more years of experience with data, processes, or business application.

• Proven ability across multiple skills, products, processes, and systems within the OpEx Division.

• May sometimes lead initiatives with occasional guidance and assistance from management and/or others.

• Working knowledge of basic cost-benefit analysis and financial concepts.

Level III: 

All minimum qualifications of the Level II in addition to:

• Thirteen (13) or more years of experience with enrollment, claims and advocacy processes or business applications or a bachelor’s degree with seven (7) years of progressive experience with enrollment, claims, and advocacy processes or business applications.

• Recognized expert and instructs others across multiple skills, products, processes, and systems within the OpEx Division.  

• Works independently and assumes lead role in key business initiatives.

• Lean Six Sigma Green Belt and/or PMP Certification preferred. 

Level IV: 

All minimum qualifications of the Level II in addition to:

• Fourteen (14) or more years of experience with operational processes or business applications or a bachelor’s degree with ten (10) years of progressive experience with operational processes or business applications.

• Proven ability to lead projects and/or mentor junior analysts on project facilitation and skill development. 

• Functions as Subject Matter Expert or Data Owner for OpEx data elements and systems

• Lean Six Sigma Green Belt and/or PMP Certification preferred.

Physical Requirements:

• Ability to complete work in a traditional office environment under fluorescent lighting. 

• Must be able to function while sitting at a desk viewing a computer and using a keyboard and mouse for 3 or more hours at a time.

• Must be able to travel across the enterprise.

• Ability to work in a home office for continuous periods of time for business continuity.

 

 

Level I: Minimum: $55,400 - Maximum: $78,900
Level II: Minimum: $55,500 - Maximum: $90,100
Level III: Minimum: $55,500 - Maximum: $103,000

The salary range indicated in this posting represents the minimum and maximum of the salary range for this position. Actual salary will vary depending on factors including, but not limited to, budget available, prior experience, knowledge, skill and education as they relate to the position’s minimum qualifications, in additional to internal equity. The posted salary range reflects just one component of Excellus’s total rewards package.
