NC State University's Internal Audit Division (IAD) is responsible for risk assessment, auditing, and consulting at NC State University, a Research I land-grant University with revenues of $1.3 billion, over 34,000 students, and almost 9,000 faculty and staff state-wide. The IAD partners with University leadership, the University community, and various University constituents to help NC State achieve its strategic goals and manage risk while ensuring compliance with University policies, rules, and regulations and federal and state requirements. Essential Job Duties
The Operational Audit Manager (OAM) focuses primarily on performing and supervising others conducting risk assessment and Operational Auditing or consulting engagements.
In addition, the OAM will manage and sometimes perform other types of audits (e.g., investigative, IT) and consulting engagements as assigned by the Chief Audit Officer (CAO). Three (3) Advanced Auditors report directly to this position and supervision of others such as interns may be required as necessary. All engagements must be completed in accordance with the Internal Audit Division's (IAD) Standard Operating Procedures and the Institute of Internal Auditors (IIA) Standards.
Engagements typically entail a combination of investigative, operational, financial, IT, and compliance elements. This position requires an individual who enjoys a fast-paced, agile work environment and exhibits a strong, team-focused work ethic, stressing the individual's responsibility for and contributions to the overall success of the entire team.
The OAM ensures comprehensive root cause analysis on all issues and must clearly - in both a written and verbal manner - document, justify, and defend audit findings and management reports for unprecedented, complex, sensitive, and controversial cases.
The OAM will serve as technical resource for the team and the University in unique and unprecedented issues and situations.
Other work responsibilities include:* In collaboration with others on the IAD Management Team, ensure successful and accurate collation and maintenance of Key Performance Indicator and metrics data; working with Chief Audit Officer (CAO) and Executive Assistant to provide accurate data as required to University leadership and external stakeholders.
* With others on the IAD Management Team, ensure accurate, CAO approved, standard operating procedures are maintained/updated /developed as necessary with a focus on continuous improvement and effective and efficiency.
* Conduct continuous subjective and objective risk assessments of units and functions on campus to propose risk-based audits and consulting activities for inclusion in the continuous audit plan.
* Documents and reviews possible solutions to problems identified and makes recommendations taking into consideration impact and disruption for the involved clients. Uses advanced technical expertise identifies implications and liabilities for management decision-making.
* Independently consult on management initiatives, major projects, new services, or process development; serve as ex-officio member on committees and provide prudent education/training making proactive recommendations in line with applicable requirements, IA Manuals, and audit best practices.
* Works directly with a wide variety of University IT leadership and personnel, systems accountants, financial/Operational Auditors, University executive management, deans, directors, department heads, faculty, UNC-System Office, state Council of Internal Auditing, and the Office of the State Auditor.

Minimum Education and Experience
Requires post-baccalaureate credentials with 7+ years of relevant experience including or exceeded by 2+ years of supervisory experience; a bachelor's degree with 5+ experience including or exceeded by 1-2 years of supervisory experience may be substituted for the advanced qualifications on an exceptional basis; or an equivalent combination of education and experience.

* Experience with auditing within multiple technologies
* Ability to enjoy and work successfully in a fast-paced, agile environment
* Advanced knowledge of disaster recovery and business continuity concepts and techniques; strong understanding of networking and security technologies such as routers, network and application firewalls and intrusion prevention systems.
* Knowledge of auditing processes; risk assessment; internal controls including financial, operational, and general IT internal controls; best practices for business processes; and accounting concepts.
* Strong communication skills with all organizational levels; must demonstrate the ability to actively listen and express ideas, both in writing and verbally, adjusting language and terminology to meet the needs of the audience.
* Proven project and time management skills: independently prioritizes, multi-tasks and completes work tasks in a timely and competent manner and allows time for frequent and sudden non-routine situations.
* Proven analytical ability to assess and compile data, draw appropriate and relevant conclusions, and translate those conclusions into meaningful recommendations to the auditee
* Strong decision-making skills: ability to make decisions, follow through on key tasks, and know when to include others/resources to reach informed decision
*Strong judgment to determine critical risks in the current environment and identify potential relevance/impact to other affected areas
