Summary
This position is located in the Food and Nutrition Service (FNS), Child Nutrition Programs (CNP), Nutrition Education, Training, and Technical Assistance Division (NETTA), Nutritional Technical Assistance Branch (NTAB), Alexandria, VA. The incumbent is responsible for the development, implementation, administration and coordination of those activities that support the nutrition and food service systems-related goals, objectives, and needs of the division.

Duties
  • Provides expert advice to program operators, food industry, professional associations, and congress on how foods credit towards the USDA's Child Nutrition Programs meal pattern requirements.
  • Develops and manages online nutrition electronic resources and digital media to ensure equitable access of nutrition education, resources and materials for nutrition assistance program customers.
  • Develops and administers grants, contracts, and cooperative and interagency agreements to meet the goals of the Federal Nutrition Programs.
  • Identifies and interrelates new developments that may affect the goal, operation, and effectiveness of Federal Nutrition programs in terms of nutritional program benefits and food service systems management.
  • Develops regulations, position papers, directives, guidance, and training materials to implement appropriate laws, policies, and administration priorities in support of nutrition, food science, and food services in the CN Programs.
  • Participates as a representative on internal and external committees, task forces, and work groups to coordinate nutrition, food science, and food service projects with related agencies, institutions, other related associations, and organizations.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.
Basic Requirement: To qualify for the Dietician and Nutritionist job series, all applicants must meet at least one of the following degree requirements by the closing date of the job announcement:
Successful completion of a degree in the field of dietetics, food, nutrition, food service management, institution management, or related science in an educational program accredited by the Accreditation Council for Education in Nutrition and Dietetics (ACEND), or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. (You must attach a copy of your transcripts.)
OR
Completion of a coordinated undergraduate program, internship, or other clinical component approved by the Academy of Nutrition and Dietetics (AND) (formerly American Dietetic Association (ADA)) for dietitians or nutritionists. (You must attach proof of completion, to include AND/ADA verification.)
OR
Professional registration as a Registered Dietitian (RD) or Registered Dietitian Nutritionist (RDN). (You must attach a copy of your registration.)
OR
You are exempt from the basic requirements above if you are a current federal employee occupying a position in the 0630 occupational series and have been continuously employed in this occupational series since September 27, 2017 or before. (You must provide appropriate documentation to the respective Human Resources Office to validate your status.)

In addition to the basic requirements, you must also meet the minimum qualifications for this position: To qualify for the GS-13 level, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-12 level in private and/or federal service. Example of qualifying experience include the following types of tasks performed on a regular and recurring basis:
  • Developing and evaluating federal nutrition assistance program policies and providing extensive regulatory and administrative guidance in support of them;
  • Providing expert advice on the administrative/technical aspects of policy or program issues; providing technical expertise and coordination on nutrition issues; assisting in the planning and execution of operational, personnel, and budget matters;
  • Assisting in the planning of national initiatives which cut across organizational lines and provides leadership, advice and consultation to inform and guide nutrition policy decisions; and
  • Interacting with multiple stakeholders including senior agency officials, political appointees, advocacy organizations, other key partners, and Federal or State agencies.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

How You Will Be Evaluated
You will be evaluated for this job based on how well you meet the qualifications above.
