I.M. Systems Group, Inc., IMSG, (www.imsg.com), is a science-based company providing professional scientific and technical support to the Federal government. We are soliciting candidates to fill multiple scientific analysis, scientific software and application development, geospatial development and user engagement full time candidates to potentially support NOAA/NESDIS/NCEI with offices located in Ashville, NC, Silver Spring, MD, Boulder, CO, and Stennis, AL. Remote work will be accommodated, except for regular site visits to one of the above client sites. NCEI was established to improve NOAA’s ability to meet the demand for high-value environmental data and information by hosting and providing access to one of the most significant archives on earth, with comprehensive oceanic, atmospheric, and geophysical data, products, and services. From the depths of the ocean to the surface of the sun and from million-year-old sediment records to near real-time satellite images, NCEI is the Nation’s leading authority for historical environmental information.


Ideal candidates will have a suitable background with a strong interest in contributing to enhancing the nation’s environmental data product (covering atmosphere, land surface, ocean, geophysical and/or ecosystem) and service capabilities to a wide range of users in both public and private domains.


REPONSIBILITIES:

These positions support various components of scientific data stewardship, product development, and user engagement services as part of NCEI’s science enterprise. Scientific data stewardship covers a broad range of activities, including developing systems for acquiring, ingesting and archiving data, performing quality control, defining metadata and documentation, coordinating archival preservation, and developing tailored discovery and access web portals, geospatial information system (GIS) mapping services, and other tailored access services. Product development support includes engaging with customers on requirements, conducting research and development to derive value added scientific products and services from NCEI observational and model data holdings. The support extends to the operation, maintenance, and sustainment of developed capabilities, as well as Program Management functions supporting the scientific products and services.  Specific responsibilities include (but not limited to)

  • D1: Oceanographic and Geophysical Science and Services Division (OGSSD)
  • Scientific Data Stewardship and Product Support Services to Oceanographic and Geophysical Science and Services: geospatial data and information mapping, scientific data and information management systems, scientific data documentation, scientific software and application development, and, scientific data stewardship.
  • Project-Specific Support: International Comprehensive Ocea-Atmosphere Data Sets (ICOADS) and Optimum Interpolation Sea Surface Temperature (OISST), Deep Sea Corals (DSC), and Office of Ocean Exploration and Research (OER).
  • OGSSD User Engagement and Customer Service
  • OGGSD Program Management
  • D2: Climate Science and Services Division (CSSD)
  • In-situ Data: development of in situ datasets, quality control of climate science data, operate, maintain, improve and support climate science software and datasets;
  • Station histories: provide technical leadership for NCEI station history information initiatives, perform data management and support services, provide full lifecycle software engineering support to Historical Observing Metadata Repository (HOMR) and the stations operations dashboards;
  • Satellite Records: provide sustainment support for Climate Data Records (CDRs), maintain software to support CDRs produced on NOAA systems, execute and manage subcontracts to support CDRs produced by external scientists;
  • Paleoclimate Proxies: provide tactical leadership for NCEI World Data Service for Paleoclimatology (WDS-Paleo), provide full lifecycle software engineering support to the WDS-Paleo;
  • Derived Products: develop, deploy, and sustain use-inspired environmental information products and services;
  • Climate Science and Services Division Program Management;
  • User Engagement: Provide development support for use-inspired products and services through the assessment of user needs and translating them into actionable requirements; Maintain user engagement analytics for the purpose of characterizing users (i.e. sectors, demographics, needs, requirements, etc.) and supporting case studies and other anecdotal information; Develop product and service promotional materials and communications processes for use by NCEI user engagement, outreach, communications, and traveling personnel; Provide scientific information services for NCEI’s major observational data programs;
  • Sponsored Projects: Support NOAA National Integrated Drought Information System (NIDIS), develop drought related products and services, and support NOAA U.S. Climate Reference Network (USCRN),


REQUIRED/PREFERRED QUALIFICATIONS:

(A subset of the following experience/background/skills):

  • Experience with environmental data (oceanographic, geophysical or other ecosystem data).
  • Background in oceanographic, geophysical or environmental data management, processing and stewardship, as well as scientific software, web application and GIS development.
  • Background in climatological, meteorological, geophysical or environmental data and information management, processing and stewardship.
  • Experience developing scientific software applications for use with climatological, meteorological, geophysical or environmental data.
  • Background in oceanographic, geophysical or environmental data and information management, processing and stewardship, as well as scientific software, web application, and GIS development, and cloud service applications to facilitate the work. Expertise with Python, R and Java, XML editors (i.e. Oxygen, Altova XML Spy), the ESRI GIS products, OGC-compliant REST-based geospatial services, and SQL compliant DBMS.
  • Background in the field of climate science; experience in the development of datasets, products, services, and reports derived from climatological data; and a record of sustaining operations, including data ingest, quality assurance, data integration, data archive, and data access; Experience in the development and maintenance of operational software in a variety of programming languages and development environments, including, but not limited to, Oracle/APEX, Groovy, Java/Javascript, React, Spring, ArcGIS, Fortran, and Python.
  • Expertise with the ESRI software suite including ArcGIS Online and ERSI Experience Builder, Python scripting language, OGC-compliant REST-based geospatial services, and with SQL compliant DBMS is required for geospatial development positions; open source GIS tools such as GDAL. Experience in cloud environments, such as Google Cloud Platform (GCP), and Google Earth Engine is desired.
  • Subject matter expertise in CDRs as defined by National Research Council; knowledge of fundamental and thematic climate data records.
  • Oceanographic expertise with surface marine in-situ data processing, management and stewardship.
  • Experience in metadata and data management of physical science data, especially oceanographic and geophysical science data.
  • The development and operations support of the Drought.gov website and Drupal content management system requires web development, database and user experience. Fluency in javascript, html, css, php and Drupal configuration and administration is required. Experience with government accessibility (508 compliance), government web design standards and Docker container technology is desired.
  • Program Management positions: subject matter expertise in program management is required; experience with project planning, strategic planning, budgeting, monitoring, and reporting activities is required; certification as project management professional is preferred;
  • Experience in the use of software tools and practices associated with data and metadata acquisition, processing and quality control. The ability to investigate, analyze, design and develop effective solutions for environmental data and metadata acquisition, processing, quality control, and visualization systems will be required as well as the ability to interact with scientists in support of development of new quality control algorithms and research. Aspects of this task require experience in the development and maintenance of operational software in a variety of programming languages and development environments, including, but not limited to, Oracle/APEX, Groovy, Java/Javascript, React, Spring, ArcGIS, Fortran, and Python
  • User Engagement positions: background in climate and weather science and understanding of weather observations taken from various platforms (ex. in situ, Radar, satellite) and stored on various media (ex. paper, microfil, digital). This function also requires knowledge of order fulfillment.
  • Excellent communications and presentation skills.
  • Incumbent working experience at NCEI highly preferred.
