JOB SUMMARY: Provide Region 20, NetVision20 partners, and Fiber20 consortia members with Network Engineering, training, and support services including installation, configuration, testing, maintenance, troubleshooting and infrastructure tuning for seamless integration of voice, video, and data network solutions into a regional telecommunications infrastructure. Supervise assigned staff.
POSITION REQUIREMENTS:JOB KNOWLEDGE
Bachelor's degree from an accredited university required with an emphasis in a technology-related field.
Three years of experience in designing, implementing, and maintaining robust network infrastructures required.
Cisco Certified Networking Professional (CCNP) certification or other related network certification preferred.
Experience installing, configuring, and updating core switches, routers, Ethernet switches, firewalls, wireless controllers and access-points, Virtual Private Network (VPN), and other network appliances.
Experience configuring Quality of Service (QOS) and Network Address Translation (NAT) on Wide Area Network (WAN) devices to accommodate H.320, H.323, and streaming video.
Experience utilizing network management tools such as Cisco Identity Services Engine (ISE), SolarWinds, Stealthwatch, Fortinet, Syslog software, and packet sniffers.
Experience with Voice over Internet Protocol (VoIP) technologies to include cloud-based VoIP solutions.
Experience gathering network information and evaluating to develop a network solution that includes needed improvements for greater operational efficiency.
Experience providing network support and documentation for district and campus infrastructures, preferably in a K-12 setting.
Experience with the installation, maintenance, and support of Dynamic Host Configuration Protocol (DHCP), Remote Authentication Dian-In User Service (RADIUS), and Cisco ISE servers.
Experience with the setup and troubleshooting of T-1 and GigaMAN circuits.
Experience developing configurations using Internet Protocol v6 (IPv6), Transmission Control Protocol/Internet Protocol (TCP/IP), Open Shortest Path First (OSPF), Routing Information Protocol (RIP), Ethernet, Subnetting, Spanning Tree and Virtual Local Area Networks (VLANs).
Experience with switched and shared Local Area Network (LAN) designs preferred.
Demonstrate organizational skills to plan work and prioritize tasks.
Knowledge of educational and government regulations and opportunities related to telecommunications.
Proficiency with standard functions within electronic applications such as MS Office (word processing, electronic spreadsheets, presentation software), Google Workspace, e-mail, web browsers, applications and databases.
Proficiency with computers (PCs and/or MACs) to include desktop management, file management and operations, and successfully working in a networked environment.
Exceptions to these requirements will be considered based on exemplary skills, training, and record of success.
PRODUCTS/OUTCOMES
Coordinate and provide engineering support services and networking expertise to NetVision20 consortia members, Fiber20 consortia members, Oracle, Internet, Video, and other connected partners to ensure successful connectivity and assessment.
Evaluate network designs recommending reconfigurations and implementation processes.
Manage network firewalls, network security appliances, and security network access at all levels for internal, external and guest users.
Oversee the design and operations of the ESC-20 data center.
Support the Facilities team with integration of video surveillance systems, access control and badging systems.
Perform school and district security network assessments examining networking equipment and documentation.
Develop network specifications for improving client bandwidth utilization.
Provide training and/or professional development sessions to ESC-20 and Local Education Agencies (LEAs).
Secures network system by establishing and enforcing policies and defining and monitoring access.
Assign all IP address information maintaining a database of network inventory and problem logs.
Enhance network performance by troubleshooting network problems and outages and scheduling upgrades.
Troubleshoot and correct problems, overcome obstacles and improve training and network assistance support to Center personnel and member districts.
Assist end-users and technical support staff with network problems relating to connectivity, congestion, and throughput.
Assist with maintenance of NetVision20 and Fiber20 equipment housed at ESC-20, and other NetVision20 and Fiber20 partner sites.
Cross-train staff (as needed) on Region 20, NetVision20, Fiber20 and other partner site connectivity and configuration to ensure continuous operation and coverage is available.

SUPERVISION AND ORGANIZATION OF STAFF
Supervise and provide guidance to assigned staff in the accomplishment of network services provided.
Provide leadership related to technical aspects of the ESC-20 Network supported products.
Recommend a staffing pattern for the department, which ensures efficiency and effectiveness in all areas.
Ensure that a comprehensive system of supervision, substantive performance evaluation, and staff development is provided staff members.
BUDGET RESPONSIBILITY
Be aware of and follow program guidelines of allowable costs when recommending use of program funds for expenditures for supplies, equipment, and facilities in area of assignment.
