What You Will Be Doing
The Division of Mining, Land & Water, Land Survey Section in the Anchorage office has an opening for a Natural Resource Technician 1 / 2 / 3 flex. We want a team member with a good attitude and a growth mindset who is committed to working on behalf of the people of Alaska in support of survey work.

Mission and Culture
The DNR mission is "To provide for the appropriate use and management of Alaska's state-owned land and water, aiming toward maximum use consistent with the public interest."
The Survey Section provides surveying services to manage and maximize the use of more than 100 million acres of state-owned land. The professional services of the DNR Land Survey Section are required for a broad diversity of issues on state land, including boundary disputes, easement vacations, subdivisions, development of state land, Unorganized Borough platting authority, and complex coastal, riparian and navigability determinations. This position is essential to the team's success because it serves as a primary point of contact with the public, conducts preliminary assessments and research on a variety of surveying issues, and executes a variety of tasks in support of survey work. For these reasons, this position is essential to helping the Survey Section team complete work on behalf of the State of Alaska.
Core Responsibilities
With supervision, you will assist with preliminary survey research on a broad variety of survey issues, create case files, and perform records maintenance. As primary contact for the Survey Section, you will interact with members of the public to assist in either answering questions through a variety of mediums, including in person, by phone, or by email, or you will forward questions to appropriate Survey staff. You will perform Land Administration System (LAS) data entry as needed, process survey plats for recording with the Recorders Office and perform typical front desk tasks such as ordering printer toner and office supplies.

The position has a standard 37.5 hour work week with a flexible schedule. It is an office support position with little to no telework ability. There are occasional opportunities to be part of a survey crew in the field if desired.

Located in the Atwood Building in beautiful downtown Anchorage, this position has a centrally located, interior office. The knowledge, skills, and abilities needed to be successful in this position include:
  1. Strong written and oral communication skills.
  2. Experience performing research of land title, including using state and federal land status plats, deeds, and patents, as well as other materials relevant to ownership and title interests.
  3. Knowledge of land ownership in Alaska, including the Public Land Survey System, and knowledge of laws and regulations affecting surveying and mapping in Alaska.
  4. Self-starter who is motivated and has the enthusiasm to be successful both independently and as a team player.
  5. Competence with various office software including Microsoft Suite, Adobe Acrobat, internet browsers, and state DNR land management systems. Working knowledge of or willingness to learn other software specific to surveying as needed, including project management, various internet-based land management research systems, GIS, CAD, Avenza, and Google Earth.

Minimum Qualifications
Natural Resource Technician 1 - Starting Salary $19.25
A high school diploma or the equivalent.
OR:
One year of experience performing a variety of office clerical assignments of average difficulty equivalent to an Administrative Clerk 2 with the State of Alaska.
OR:
One year of experience performing unskilled or entry-level tasks in any phase of forestry or fish and wildlife work, routine field maintenance, or patrol duties assisting in the prevention of violations and the enforcement of laws and regulations concerning fish and wildlife protection. This work is equivalent to Forest Technician 1-2, Fish and Wildlife Technician 1-2, or Fish and Wildlife Aide with the State of Alaska.
OR:
Any combination of the above two substitutions totaling one year of experience.
Special Note:
"High school diploma or the equivalent" is defined as any of the following:
  • Issuance of a high school diploma by a school district, including foreign high schools.
  • Issuance of a high school diploma by a state based on successful completion of a GED test.
  • Issuance of a high school diploma by the military based on satisfactory completion of a GED test. Acceptance in full standing by an accredited college.
  • Completion of any basic education course of 480 classroom hours (16 weeks at 30 hours per week).
  • Six months of work experience performing duties closely related to the job class.
  • Twelve months of work experience involving some routine tasks related to the job in question; for example, a stock clerk who maintains records or a table attendant who composes checks for customers would meet the high school requirement for a clerical class.
    When an applicant has no experience related to the job, the following formula is used to determine high school equivalency: highest grade of school completed plus amount of work experience which totals 12 years. This can be any kind of work experience.

Natural Resource Technician 2 - Starting Salary $21.69
Six months of experience at the entry level performing technical functions of Natural Resource management equivalent to a Natural Resource Technician 1, Forest Technician 3 or Environmental Technician 1 with the State of Alaska.
OR
Six months of clerical work experience equivalent to an Administrative Clerk 3 or Recorder 1 with the State of Alaska.
OR
16 semester hours or 24 quarter hours of college coursework from an accredited institution.
OR
Any combination of the above where 3 semester hours or 4 quarter hours is equivalent to one month of experience.
Natural Resource Technician 3 - Starting Salary $24.65
One year of journey-level technical experience in Natural Resource management equivalent to a Natural Resource Technician 2 with the State of Alaska.
OR
Any combination of journey-level technical experience in Natural Resource management equivalent to a Natural Resource Technician 2 with the State of Alaska and college course work from an accredited institution totaling one year, where 3 semester hours or 4 quarter hours is equivalent to one month of experience.
