Job description

What You Will Be Doing
As a member of the Division of Oil and Gas permitting team, you will play a critical role in overseeing one of Alaska's most important industries. This position is responsible for supporting and documenting actions relating to oil and gas exploration and development and similar uses of state land. The successful candidate will support the North Slope and Cook Inlet permitting staff and work with various elements of document management and information request fulfillment. Under the guidance of the Permitting Section Manager and Permitting leads, the incumbent in this position will be responsible for maintaining the section's document management system and managing the casefiles in accordance with State policy and the Division's records retention schedule. The position will independently execute functions of the DNR and Division document management systems, including facilitating interactions with the Land Administration System and Revenue and Billing, in addition to digitizing and organizing documents relating to plans of operations, land use permits, easements, field inspections, and miscellaneous permitting actions. Critical thinking and problem-solving skills are required to properly document permitting actions.
Mission and Culture
The Division of Oil and Gas manages lands for oil, gas, and geothermal exploration and development in a fair and transparent manner to maximize the prudent use of resources for the greatest benefit of all Alaskans and facilitates safe and environmentally conscious operation and maintenance of common carrier pipelines. This position plays a critical role in the Division by leading or participating in the authorization process for large, complex, or economically important oil and gas or geothermal projects statewide.

The Working Environment You Can Expect
The DOG permitting section is located in downtown Anchorage on the 11th floor of the Atwood Building. The daily work environment is dynamic and deadline-driven, with a balance of independent project work and collaborative teamwork.
The successful candidate will have:


  • Excellent verbal and written communication skills and the ability to work cooperatively with other governmental and non-governmental agencies, industry, and the public.
  • Experience in understanding and summarizing complex information and presenting it so that it is understandable to a general audience.
  • Experience with standard office systems and software and database management.
  • Experience in identifying and analyzing problems and recommending appropriate actions.
  • The ability to maintain records and prepare reports with statistical information.
  • Organization and communication skills necessary to perform a broad range of tasks associated with the adjudication, administration, and oversight of land use authorizations.

Minimum Qualifications

Natural Resource Technician 1– Starting Salary $19.25
A high school diploma or the equivalent.
OR:
One year of experience performing a variety of office clerical assignments of average difficulty equivalent to an Administrative Clerk 2 with the State of Alaska.
OR:
One year of experience performing unskilled or entry-level tasks in any phase of forestry or fish and wildlife work, routine field maintenance, or patrol duties, assisting in the prevention of violations and the enforcement of laws and regulations concerning fish and wildlife protection. This work is equivalent to Forest Technician 1-2, Fish and Wildlife Technician 1-2, or Fish and Wildlife Aide with the State of Alaska.
OR:
Any combination of the above two substitutions totaling one year of experience.
Special Note:
"High school diploma or the equivalent" is defined as any of the following:


  • Issuance of a high school diploma by a school district, including foreign high schools.
  • Issuance of a high school diploma by a state based on successful completion of a GED test.
  • Issuance of a high school diploma by the military based on satisfactory completion of a GED test. Acceptance in full standing by an accredited college.
  • Completion of any basic education course of 480 classroom hours (16 weeks at 30 hours per week).
  • Six months of work experience performing duties closely related to the job class.
  • Twelve months of work experience involving some routine tasks related to the job in question; for example, a stock clerk who maintains records or a table attendant who composes checks for customers would meet the high school requirement for a clerical class.
When an applicant has no experience related to the job, the following formula is used to determine high school equivalency: highest grade of school completed plus amount of work experience which totals 12 years. This can be any kind of work experience.
Natural Resource Technician 2 – Starting Salary $21.69
Six months of experience at the entry level performing technical functions of Natural Resource management equivalent to a Natural Resource Technician 1, Forest Technician 3 or Environmental Technician 1 with the State of Alaska.
OR
Six months of clerical work experience equivalent to an Administrative Clerk 3 or Recorder 1 with the State of Alaska.
OR
16 semester hours or 24 quarter hours of college coursework from an accredited institution.
OR
Any combination of the above where 3 semester hours or 4 quarter hours is equivalent to one month of experience.
Natural Resource Technician 3 – Starting Salary $24.65
One year of journey-level technical experience in Natural Resource management equivalent to a Natural Resource Technician 2 with the State of Alaska.
OR
Any combination of journey-level technical experience in Natural Resource management equivalent to a Natural Resource Technician 2 with the State of Alaska and college course work from an accredited institution totaling one year where 3 semester hours or 4 quarter hours is equivalent to one month of experience.
