The National Integrated Ballistic Information Network Analyst performs safety checks and test fires every semi-automatic pistol and/or rifle submitted to the Dallas Police Department Property Room. 1 Identifies, evaluates, and matches a variety of firearms, weapons, cartridges, bullets and similar ballistic evidence and documents found at crime scenes or obtained by Patrol Officers.
2 Examines in detail to determine if item can safely fire projectiles and clearly tag evidence item as "safe to fire" or "not safe to fire".
3 Prepares the firearm, cartridge casing, bullets and properly identifying and logging firearm related evidence.
4 Tests firing firearms into a water tank, retrieving the projectile and cartridge case, tag the evidence with evidence item number.
5 Enters the test fired projectiles and cartridges in the Integrated Ballistic Information System (IBIS) machine along with necessary data fields assigned.
6 Examines the fire cartridge case evidence by conducting digital microscopic comparison evaluations.
7 Reviews National Integrated Ballistic Information Network (NIBIN) correlation results for possible NIBIN leads.
8 Performs administrative duties related to NIBIN Leads, including supplanting reports in the Reports Management System (RMS).
9 Testifies in court to the findings.

EDUCATION:
2 Knowledge of the principles and practices of forensic science.
3 Knowledge of forensic laboratory operations.
4 Knowledge of the principles and practices of law enforcement.
5 Skill in examining, identifying, and analyzing firearms, ammunition, their components and related materials.
6 Skill in handling, loading and firing firearms. Skill in handling, loading and firing firearms.
7 Skill in identifying fired bullets, cartridge cases, and other ammunition components as having been fired from a specific weapon.
8 Skill in collecting, processing, labeling, and storing evidence.
9 Skill in preparing and presenting reports.
10 Skill in maintaining records.
11 Ability to establish and maintain an effective working relationship with all levels of management, city officials, vendors, other government agencies, other employees and the general public.
12 Ability to effectively communicate both orally and in writing and negotiate with technical staff, consultants, contractors, governmental agencies, city management, and citizens.
The salary listed on this job positing is the starting salary range; amount offered will depend upon qualifications.

EDUCATION:
- Bachelor's degree in a criminalistics, forensics, natural sciences (chemistry, biology, physics) or social science field.
- Two (2) years of professional level experience with a municipal, county, state or federal regulatory agency conducting National Integrated Ballistic Information Network (NIBIN) involving anyof the following:
- Forensic firearm analysis & examination
- Forensic firearm & toolmark analysis
- Handling and test firing a variety of firearms
- Microscopic screening (triage), acquisition and correlation reviews of fired cartridge cases
- High school diploma/GED plus six (6) years of the required experience will meet the education and experience requirements.
- An associate's degree in any field plus four (4) years of the required will meet the education and experience requirements.
- A bachelor's degree (or higher) in a non-specified field plus four (4) years of the required experience will meet the education and experience requirements.
- A master's degree (or higher) in a specified field will meet the education and experience requirements.
- A valid Forensic Analyst/Technician License through the Texas Forensic Science Commission will meet the education and experience requirements.
- A valid NIBIN or IBIS Brasstrax certification through ATF will meet the education and experience requirements.
- Valid driver's license with good driving record.
- Must have or obtain certification as a Licensed Forensic Technician through the Texas Forensic Science Commission within six (6) month probationary period.
- Must have or obtain certification as ATF Integrated Cartridge Case
- Must pass an intensive background investigation and drug test.
- No FELONY or Class A MISDEMEANOR convictions.
- No Class B MISDEMEANOR convictions within the last ten (10) years.
- No family violence convictions.
- Cannot currently be on deferred adjudication for any FELONY, Class A, or Class B MISDEMEANOR.
- Effective oral and written communication skills.
- MS Word/Excel or similar software skills
- Ability to lift up to fifty (50) pounds
- Ability to have tenacity for detail.
- Knowledge of firearms and ammunition.
- Knowledge of forensic laboratory operations.
- Knowledge of related laboratory instrumentation, computer software, calibration, validation, quality control, safety, accreditation, proficiency testing, and training.
- Knowledge of Firearm/NIBIN Procedures Manual and Crime Scene Response Section Quality Manual will need to be understood. Competency testing for IBIS Brasstrax is required prior to utilization of the system.
- Knowledge of National Integrated Ballistic Information Network
- Knowledge of Report Management System (RMS)
- Experience in Ballistic recovery equipment (ballistic water tank, Ballistic Box, Remote Firing Cart), stereo microscope, Ransom Rest.
- Certification from the IBIS Brasstrax Cartridge Case Acquisition, Cartridge Case Triage and Correlation Training Courses are preferred.
