Summary/Objective

Supervises and directs Multi-Family Weatherization project operations and direct reports daily to ensure programmatic performance, compliance and project outcomes. Works closely with Weatherization leadership and the Multi-Family Development Manager to: Manage Multi-Family budgets, production planning, timelines, logistics, and strategic planning. This position routinely handles highly sensitive and/or confidential information and will represent CEDA in a variety of capacities. Must demonstrate good independent judgment, an ability to be approachable and professional, solid problem-solving skills, an ability to handle multiple tasks, an ability to be self-motivated and well organized, and maintain strict confidentiality.

Essential Functions

  • Manages all multifamily production operations including site evaluations, energy audits, work scope development, stakeholder contributions, pre-construction, construction management, quality control inspection, and project close out activities to meet approval and compliance with Illinois Department of Commerce and Economic Opportunity, Office of Community Assistance IHWAP Program Managers and/or regional utilities.
  • Works closely with internal and external resources, including Engineers, the multi-family project team, and the Procurement Manager to manage the project design-build bid process for pre-qualified contractors, including review of construction drawings and proposals submitted by contractors to ensure they meet the bid criteria.
  • Work closely with Weatherization Leadership and the Multifamily Development Manager on production planning and production management.
  • Work with CEDA’s Utility Program Manager to manage the utility implementer relationship and prepare/update all forecasts, reports, and respond to all inquiries.
  • Ensure all data is entered and properly processed through mandated energy modeling tools, including the State’s Weather Works System and other proprietary and/or third party software programs
  • Works closely with the Multifamily Development Manager to develop and implement strategies for the development of the Multi-Family program that support both internal growth and the expansion of CEDA’s contractor pool.
  • Anticipate and mitigate risks in implementation and ensure projects are run in a cost-efficient manner, in compliance with the utility, State, Federal and CEDA procedures and policy requirements.
  • Plans the various stages of project implementation and sets direction by prioritizing and organizing activities and resources to achieve project objectives.
  • Conduct field visits to project sites to assess activities and ensure efficient use of resources, change schedule and resources as necessary to guarantee projects will meet the desired timelines.
  • Support, facilitate, or undertake communication and liaison activities to actively consult and involve beneficiaries, key informants, partners and stakeholders in all stages of project planning and implementation.
  • Attend all training and professional development assigned to ensure the technical integrity, regulations, and compliance of the utility weatherization program.
  • Other duties as assigned.

  • Experience with Salesforce CRM and/or other custom solutions preferred.
  • Must have knowledge of industry standards and safety regulations: OSHA, ANSI, NFPA and EPA rules and regulations.
  • Must poses knowledge in: OMB Uniform Guidance, Organizational Standards, ROMA, 2CRF-200 and 10CFR-440 regulations and compliance.
  • Computer literate; proficient in Microsoft Office Suite: Word, Excel (especially pivot tables and advanced functions), Teams, PowerPoint, SharePoint, and Outlook.

Supervisory Responsibility

This position supervises several staff and is responsible for managing all aspects of Multi-Family Operations. Coordinates project activities and receives support and leads from the Multi-Family Development Manager.

Work Environment

While performing the duties of this job, the employee works equally in an office environment and a field environment. While in the office the environment is quiet to moderately loud, depending on the work area. Employee is required to sit, use hands, stand, stoop, walk, talk, and listen while performing duties. General office equipment including personal computers, scanners, copiers, faxes, desk- and smartphones, and software programs. While conducting work in the field, conditions may vary as the time of year delivers varying weather conditions (extreme heat, high humidity, damp, wet, and extreme cold) and may require the use of equipment such as: Gas Sniffers, Combustion Analyzers, Infrared Cameras, and Cameras, Manometers, Blower Doors, and hand tools.

While performing the duties of this job, the employee is occasionally required to stand; walk; sit; kneel; bend; crawl; climb ladders; carry equipment; use hands to finger, handle, or feel objects and use equipment, tools and other materials; reach with hands and arms; frequent input data into a computer system device, repetitive motion; balance; or stoop; crawl; work in small areas; hearing/talking on the telephone and in person. The employee must occasionally lift or move up to 50 pounds. Specific vision abilities required by the job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.

Expected Hours of Work/Travel

This is a support level position requiring the exercise of discretion and judgment and is required to work a full-time work week, as designated by the CEDA Employee Handbook, with periodic longer hours, including potential evenings, weekends, and odd hours. Occasional travel of distance may be required, especially suburban Cook County. Other travel of distance may be required. Must possess and maintain reliable transportation an applicable Illinois Driver License, clean driving record, and Auto Insurance that meets the State requirements.

Required Education and Experience

  • Bachelor’s degree in mechanical engineering, construction management, or related field preferred; or 5+ years of successful business/construction management experience.
  • Must be certified by the State of Illinois or become certified after participating in training given by the State of Illinois and CEDA within one year of employment.

  • BPI (Building Performance Institute) Healthy Homes Evaluator Certification.

  • OSHA 10, 30, or 40 hour Training
  • Professional Engineer
