The Sensing Management Branch (AFRL/RYAR), Sensors Directorate (AFRL/RY) seeks to hire a mid-level, DR-03 Senior General/Computer/Electrical/Electronics Engineer, Mathematician, or Computer Scientist in Dayton, Ohio.
This position is open to All US Citizens.
This position is open to candidates currently at the DR-02 (or equivalent grade) level eligible for promotion and/or current DR-03 (or equivalent grade) level candidates for reassignment.
Candidate will be managing a portfolio dedicated to deliver next generation capabilities to detect, track, and identify critical targets in denied and defended areas for intelligence preparation, indications and warning, and combat operations.
Candidate will be responsible for leading AFRL in development and transition of military relevant Artificial Intelligence/Machine Learning (AI/ML) technology which fuses information from any source, reasons closed-loop over the environment, and enables improved, timely, and executable battle space decisions. Emphasis in enabling intelligence, surveillance, and reconnaissance to leverage capability of autonomy in AI to be able to increase the speed of decision-making and decrease the kill web timeline.
Position duties include but are not limited to:
  • Performs multidisciplinary work involving the application of science and/or engineering principles to plan, organize, direct, and coordinate significant and complex capability development projects and/or processes.
  • Leads advanced technology development program focused on developing, integrating, testing, and transitioning predictive analytic capabilities leveraging technologies such as multi-intelligence (multi-INT) fusion, graph-based world models, pattern-of-life algorithms, and state-of-the-art track stitching.
  • Applies expert knowledge and advanced scientific/engineering theories, principles, concepts, standards, and methods to ensure assigned projects/processes remain consistent with program objectives, costs, schedules, performance criteria, and existing policies.
  • Demonstrates orchestration closed-loop sensing across multiple Intelligence, Surveillance, and Reconnaissance (ISR), Strike and Electronic Warfare/Cyber mission effects chains to manage sensor data flow, sensor resource planning, allocation, and scheduling; and control across distributed sensing capabilities for both air and space missions.
  • Provides technical leadership to internal and external team members and mentorship to new and junior force employees.

Required Qualifications
  • United States Citizenship.
  • Must be able to obtain/maintain a Top Secret clearance wtih access to SCI clearance as a condition of employment.
  • This is a drug testing designated position. The incumbent will be subject to random testing.
  • Applicant must be able to meet the OPM Qualification Standards of the position being filled, for any of the following Occupational Series: 0801, 0850, 0854, 0855, 1520, or 1550. Applicable Qualification Standards can be found at:
    • 0801/0850/0854/0855 positions: OPM Qualifications: All Professional Engineering Positions, 0800
    • 1520 position: OPM Qualifications: Mathematics Series 1520
    • 1550 position: OPM Qualifications: Computer Science Series 1550
  • Applicants must have at least one (1) year of specialized experience at the next lower grade DR-02, or equivalent in other pay systems. Examples of specialized experience includes: Sensor Fusion technology, Sensing Performance Models, Entity Detect/Track & ID, Resource Orchestration and Management for Autonomous Sensing, and other functions involving the development and application of artificial intelligence/machine learning, predictive analytics, data science, systems engineering, and advanced control technologies.
  • This position has been designated as a Non-Critical Acquisition Position and is covered by the Acquisition Professional Development Program (APDP) requiring Engineering and Technical Management (N) Level/Tier 2 (Practitioner) Non-Critical certification. The selectee must meet or be capable of achieving acquisition certification within 60 months after assignment. This position also requires the employee to engage in acquisition continuous learning activities achieving 80 continuous learning points every 24 months. *Applicants must list all completed APDP certifications on their resume.
  • Position is eligible for situational telework and will require routine mission travel, regular classified engagements, and in-person meetings that cannot always be scheduled around a regular/recurring telework schedule.
  • Ability to perform TDY travel approximately 25% time.
  • Excellent verbal, oral, and written communication skills for technical and senior leader audiences.
  • Experience in development and coordination of classified projects.
  • Demonstrated experience leading matrixed teams across organizations.
  • Builds collaborative relationships across broad functional and technical areas.

Desired Qualifications
  • Experience with Top Secret/SCI and Special Access Programs working with or within the Department of Defense and Intelligence Community.
  • Experience in sensing and sense making, specifically in automated indications and warning, course of action recognition and predictive analytics.
  • Demonstrated ability to professionally lead technical and diverse teams, develop and maintain relationships, build consensus, and resolve conflicts/problems across a collaborative community to include other government agencies, industry, and academia ensuring technical focus aligns to mission and warfighter needs, and briefing the branch's predictive analytics R&D portfolio.
  • Experience with external organizations such as Intelligence Community, Major Commands, sister services (Army, Navy, Marines, Space Force), Defense Advanced Research Projects Agency (DARPA), federally funded R&D centers, national laboratories, and industry.
