GENERAL DESCRIPTION
Assists the MS4 Administrator in all aspects of the City's Municipal Separate Storm Sewer System (MS4) Permit. Plans, organizes, inspects, collects data, manages stormwater GIS inventory, updates stormwater inventory, and assists with compilation of the MS4 Annual Report. Performs inspection, water quality sampling, and enforcement work to ensure compliance with federal, state, and local regulations concerning stormwater, water quality, and illicit discharge. Provides the design and drafting of projects for use by Public Services Department; including but not limited to the development, design and maintenance of the City's Geographic Information System (GIS), cartographic and drawing disciplines in the development of maps, data summaries, administrative and public queries. Work is performed under the general supervision of the MS4 Administrator/ City Engineer / Public Services Director or their designee and is reviewed through observations, conversation, and evaluation of results achieved.
ESSENTIAL JOB FUNCTIONS
- Assists the MS4 Administrator with management and compliance elements of the City's MS4 Permit. Maintains records, assists with compilation of the annual reports to local, state and federal agencies. Works diligently to remain in compliance and in good standing with the Florida Department of Environmental Protection and other Orange County NPDES Phase 1 MS4 Co-Permittees.
- Oversees and inspects private construction and development projects and City projects to maintain compliance with the NPDES Phase 1 MS4 permit.
- Collects required lake water quality samples and prepares data summaries, charts, graphs, and narrative to be included in the Annual MS4 Report.
- Assists in reviewing plans and specifications for stormwater improvement, repair, and maintenance, including meeting with consultants and contractors.
- Assists with MS4 related training to internal employees and contractors
- Assists MS4 Administrator create, assemble, and publish accessible content, products, and public outreach campaign and conducts training for civil groups, schools, etc.
- Assists MS4 Administrator with the preparation of the Stormwater budget and the development of the Capital Projects Plan.
- Manage the City's MS4 database and GIS coverages, including updating material, invert, condition attributes
- Prepare presentation quality reports and exhibits from GIS data
- Must be able to establish and maintain effective working relationships with employees and the public.
- Performs proactive and reactive illicit discharge inspections including management of all regulatory enforcement issues violations, code enforcement, fines, etc.
- Must be able to perform administrative work using a computer. Working knowledge of the Microsoft Office software package is essential.
- Operate ArcGIS software, computer equipment and network, including electronic files.
- Coordinate and evaluate GIS and CAD file exchange with others, maintaining conformance with City standards.
- Assist with the retrieval, editing and publishing of ArcGIS database and maps.
- Update and maintain existing infrastructure with line work and attribute information from CAD (dwg) files and As-Built drawings.
- Participation in Emergency Response, as needed.
- Performs any other duties or tasks that may be assigned.
KNOWLEDGE, SKILLS & ABILITIES
- Knowledge of occupational hazards and safety precautions of the work environment is essential.
- Ability to take initiative and serve with little direction from supervisors
- Skilled in reading and understanding blueprint reading for stormwater system design, technical documents and electrical schematics. Ability to safely operate city vehicles as required.
- Must possess ArcGIS editing skills and experience modifying existing features and attributes and creating new spatial features.
- Knowledge of water sampling and testing procedures and methods.
- Knowledge of NPDES permitting and requirements, stormwater regulations, and erosion and sediment control.
- Skilled in communication with City leaders, employees, businesses, and residents.
- Familiar with public education and outreach.
- Skilled in documentation, tracking, procedural development, and organization.
MINIMUM QUALIFICATIONS
- Associates degree in engineering, survey, mapping, biology, chemistry, environmental science, or other related science field or two years of experience performing related inspection and GIS work
- Knowledge of all aspects of the NPDES Phase 1 MS4 Permit program, including reporting, inspection, water sampling, analysis, and enforcement of stormwater and water quality environmental regulations
- Knowledge and understanding of EPA Clean Water Act, TMDL, BMAP, and FDEP standard operating procedures for field activities is a plus
- Ability to acquire appropriate FDEP field sampling training certificate and stormwater, erosion, and sedimentation control or equivalent environmental certification. An Engineering EI Certificate is desirable but not required
- Must possess a valid State of Florida driver's license.
EQUIPMENT USED
Communication equipment, (i.e., radio, telephone) computers/tablets, GPS Collection devices, water sampling and testing equipment, turbidimeter, small boat and motor, copy machines, various hand tools and various motor vehicles.
PHYSICAL REQUIREMENTS
Work requires very frequent speaking, hearing, writing and frequent standing, walking, sitting, and reading. Work requires frequent bending, stooping, pushing, pulling, digging, reaching overhead, kneeling, climbing and lifting up to 50 pounds. Work requires frequent operation of a pick-up truck on and off road. Works frequently with chemicals and occasionally works in extreme weather, heights, confined areas and areas of excessive noise. Ability to work for prolonged periods of sitting, standing, bending, and working on a computer. Work may include exposure to wildlife and other biological agents.
JOB LOCATION
Primary office location will be the Public Services Administration Building. Field work will also be performed throughout the City.
