Job description

The Behavioral Health and Recovery Division (BHRD) offers people living with or at risk of behavioral health conditions services and supports using several different fund sources, one of which is a countywide 0.1% sales tax known as the MIDD Behavioral Health Sales Tax Fund. The second implementation of this fund, referred to as MIDD 2, began in 2017 and runs through 2025, funding 52 initiatives under the strategy areas of prevention and early intervention, crisis diversion, recovery and reentry, system improvements and therapeutic courts. MIDD 2 requires a comprehensive, historical review and assessment report of the strategies, services and programs supported by this fund source. Further, a MIDD Implementation Plan is required to guide future investments of a renewed MIDD sales tax beginning in 2026. The renewal of the sales tax for 2026-2034 would create the opportunity for BHRD to strategically invest in programs and services that will have a significant impact on the behavioral health system in King County.


The MIDD Renewal Manager will be a key collaborator in the production of the assessment report and will be responsible for preparing the proposed Implementation Plan for the next nine years of MIDD (2026 through 2034). The MIDD Renewal Manager will be responsible for managing the King County process to renew the MIDD sales tax, both within DCHS and through community involvement.


The scope of work includes extensive project management, report compiling and writing, facilitating meetings, and working closely with BHRD leadership to support community engagement, communications, and coordination amongst key stakeholders.

This position will report to the Deputy Director of the Behavioral Health and Recovery Division and will work in close partnership with the MIDD Coordinator and other Management Team members.

WORK SCHEDULE/CONDITIONS: This is a Special Duty Assignment (SDA) or Term-Limited Temporary (TLT) position anticipated to end June 30, 2026, but subject to change dependent on operational need. This position is exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime. Typical hours are Monday - Friday 8am - 5pm.

MISSION CRITICAL POSITION STATUS: This position has been designated Non-Mission Critical. Teleworking Requirement

The work associated with this position will be performed through a combination of teleworking and onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations.   • Provide strategic oversight for the MIDD 3 renewal process, including laying the groundwork for strategy and programming recommendations.
  • Responsible for the overall success of the MIDD renewal planning process, including meeting deadlines and developing strategies in consultation with a team of subject matter experts.
  • Establish measures of success and methods to track, control and report status.
  • Manage and control day-to-day activities, issues, risks, quality and budget.
  • Prepare and give presentations to internal and external audiences on progress, status and responses to issues.
  • Coordinate and draft high-level documents including reports, presentations and materials for distribution to the King County Council, the Executive's Office, the MIDD Advisory Committee, and other key partners.
  • Oversee project management of the MIDD renewal activities in partnership with the BHRD Division Director, MIDD Coordinator and the MIDD renewal team.
  • Supervise renewal team members, including a Program Manager III and a Community Engagement Program Manager II to assure timelines and deliverables are met in the production of the MIDD 3 implementation plan.
  • Work in close partnership with the Performance, Measurement & Evaluation team and contribute to the development of a robust nine-year retrospective assessment of MIDD 2.
  • Coordinate with Department leadership, BHRD leadership, and DCHS Government Relations teams on the ordinance process, including motion development and transmittal.
  • Plan and implement a community-wide engagement process to obtain stakeholder/public input.
  • Develop a communication strategy that keeps key partners and the public informed on the planning process and opportunities for input.
  • Engage the MIDD Advisory Committee, providing opportunities for input and ongoing communication.
  • Plan agendas and facilitate meetings within the departments, and among community partners, providers, governmental professionals, advocacy groups, and others to support alignment and solicit input.
  • Manage and direct consultant facilitators and/or writer-editors.
  • Perform other related duties as assigned.
  • At least five years of experience in a managerial role related to strategic planning, behavioral health or healthcare, public policy or programmatic oversight and development.
  • Demonstrated knowledge of and experience in strategic planning principles and practices in a behavioral health, social services or government setting.
  • Skill in successfully supervising, organizing, planning, and managing projects and staff from vision through completion, including appropriate tracking of progress and milestones.
  • Knowledge and skill in managing projects for a large organization with diverse operations, strategic information, requirements, and priorities.
  • Skill in analyzing and synthesizing information, as well as developing and writing effective reports and other materials.
  • Advanced skill in effective oral communication, including making formal presentations with appropriate technology to groups and committees of decision makers in a highly political environment.
  • Experience working with diverse stakeholders and culturally diverse communities.
  • Skill in problem-solving, consensus-building and conflict resolution, negotiation and decision- making.
  • Ability to work under deadlines, work on several tasks simultaneously, and organize and prioritize work quickly in response to changing needs.
  • Demonstrated ability to liaise with external partners, including other jurisdictions and service providers, as well as internal partners, such as other King County departments.
  • Skill in supervising and leading a team through the execution of major deliverables.
Desired Skills:
  • Knowledge of local government functions, organization, and structure including legislative and budget processes related to local government including experience working directly or closely with elected officials.
  • Experience leading inclusive planning processes that bring together constituencies representing diverse interests to successfully produce concrete deliverables.
  • Skill in leading multi-disciplinary work teams directly or through matrix management.
  • Familiarity with the behavioral health and human services network in King County.
