The University of New Mexico (UNM) VP Office for Institutional Support Services (ISS) is seeking a dynamic, results-oriented professional with a strong financial management background to become a valuable member of the team as a Manager of Administrative Operations.

ISS stands as a vital division within the University of New Mexico (UNM), housing a diverse range of business, facilities, and real estate professionals. With 17 service-oriented departments, ISS plays an integral role within UNM's administrative branch, essential for cultivating a culturally rich environment conducive to learning, research, and collaboration

The Manager of Administrative Operations will oversee administrative and operational support services/programs for the VP Office, to include fiscal planning and operations, strategic human resources development and management, and the coordination of information systems and technology across the organization. The position is responsible for overseeing an operating budget sustained by a blended funding model and facilitating fiscal communication, including capital expenditures organization wide. The ideal candidate will play a key role in budgeting, forecasting revenue and expense projections, and preparing financial reports for executive leadership. The Manager of Administrative Operations will serve as the HR Agent for ISS and will be the primary point of contact with central HR on day-to-day HR initiatives, approvals, and salary placement and equity reviews for the organization. This position will also be responsible for coordinating and serving as the ISS functional lead/liaison in the planning, implementation, and management of information technology systems, applications, and database projects.

The successful candidate will work collaboratively with ISS department directors and managers to coordinate a variety of efforts and initiatives for the VP Office. The ideal candidate will also have strong interpersonal and communication skills and the ability to work effectively with a wide range of departments and external organizations.           

Duties and responsibilities for this position include, but are not limited to, the following:

  • Oversees the daily financial activities of the VP Office, which includes budget preparation and control, approval of financial transactions and payroll, financial projections and analysis, and categorization of reserve processes. 
  • Serves as the Fiscal Agent for ISS and coordinates the development of budget guidelines and reporting tools for the VP Office in collaboration with the Budget Office. Develops and implements systems and processes to establish and maintain records for the VP Office and ISS departments.  
  • Reviews, analyzes, and verifies budgets and funding availability for all ISS departments during the budget development cycle. Communicates as needed with ISS department Financial Officers and Managers to gather data regarding their capital plans, budgets, transfers, and allocations for reporting and fiscal year planning.  
  • Prepares financial reports, conducts analysis, and presents financial information and recommendations to ISS leadership. 
  • Coordinates the financial aspects of contracts and sub-contracts, including financial review and analysis, development of budget and proposal preparation, and adherence to funding requirements. Engages in contract negotiations for the purchase of goods and services for VP Office and ISS departments as needed.   
  • Serves as HR Agent for ISS and is the strategic point of contact for HR related initiatives and projects for ISS, and coordinates HR services, activities, and approvals for various personnel actions.
  • Facilitates the review process of the Salary Placement and Equity Tool (SPET) at the Level 3 (ADG) org, working in consult and collaboration with HR Client Services. Works with department directors, financial managers, and hiring managers on appropriate salary offers within the SPET range and in consideration of equity triggers and budgetary constraints across the ISS division. Reviews and approves SPETs for all qualifying personnel actions.
  • Collaborates with department directors and ISS IT Officers to establish operational goals and priorities for business and technology solutions to meet department and institutional needs; works with directors and IT Officers to establish project timelines and budgets.

Conditions of EmploymentMinimum Qualifications

Bachelor's degree; at least 3 years of experience directly related to the duties and responsibilities specified.

Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.

Preferred Qualifications
  • Master's degree in business, finance, accounting, public administration, or related field
  • Experience with Banner Finance or similar integrated system including knowledge of budget and salary planning, capital planning, and processing of financial transactions
  • Demonstrated experience in compiling, analyzing, interpreting, and presenting complex, customizable    financial reports, statements and revenue projections to diverse audiences including managers, executive leadership, and boards of directors
  • Proven ability to guide leadership on financial business matters and/or processes
  • Fluency in UNM transaction processing and database systems including: Chrome River, LoboMart, UNMJobs, HR 
  • Reports, Salary Placement & Equity Tool (SPET), AppTree
  • Ability to prioritize, coordinate, and manage multiple activities and projects to meet deadlines
  • Demonstrated experience in collaboration, establishing partnerships, and successfully establishing relationships with  other campus partners within the university
  • Familiarity with contract management and negotiations
  • Experience developing and implementing operational procedures and SOPs
