Description
The Meter Services Supervisor serves as a key member of the Utilities Customer Service Division and Meter Services management team and is responsible for planning, coordinating and supervising the daily operations and activities of the City's Meter Technicians including the monitoring and programming of the Automated Meter Reading (AMR) system. This position has extensive contact with contractors, citizens and handles field research, inquires and complaints. This position provides leadership in all aspects of meter service operations, ensures all operations run efficiently, provides accurate billing information to the Utilities Customer Service Manager in a timely manner, provides excellent customer service to the public and audits consumption accuracies.
Examples of Duties

  1. Supervise, schedule, review and evaluate the work activities of Meter Technicians, counsel and coach team members.
  2. Coordinate the work activities of the Meter Technicians and participate in daily work of staff responsible for meter reading and repairs.
  3. Investigate and resolve customer inquiries and complaints.
  4. Maintain AMR system, equipment, meters and supplies inventory.
  5. Supervise the transfer of cycles to the AMR system for reading, ensure cycles are read and reading schedules set by the Utilities Customer Service Manager are met.
  6. Operate and maintain responsibility for a variety of tools and equipment including city vehicles, computers and hand tools.
  7. Ensures that meter reading schedules, service order assignments, operational program procedures and policies are followed.
  8. Recheck delinquent customer accounts whose services have been terminated by checking for occupancy and verifying that services are still off; performs site inspections on meter areas to ensure locks are in place and that there are no illegal connections; refers violations to proper authorities for further action.
  9. Identifying and resolving operational, technical and procedural problems; to ensure all operations run efficiently and workload is completed in a timely manner.
  10. Ensure that all water meters are tested in accordance with AWWA recommendations.
  11. Contributes to the efficiency and effectiveness of the team by offering suggestions and directing or participating as an active member of a work team.
  12. Participates in the selection of assigned staff, provides or coordinates staff training, works with employees to correct deficiencies and implements discipline procedures.
  13. Conduct product review and testing, research product specifications and assists in the development of request for proposals and analyzing of responses, recommends technologies and vendors.
  14. Monitor contractor activities to ensure city specifications and regulations are met, keep abreast of all water meter and detector check applications.
  15. Assist the Director in preparation of annual budget and inventory reports.
  16. Perform special assignments and/or other related duties as assigned.
  17. Pick up and deliver post office box mail to City Hall ensuring the timeliness of water payments submitted for payment.

KNOWLEDGE SKILLS AND ABILITIES
  1. Must have good knowledge of Meter Services and related technology/systems used in the operational aspect of meter reading, materials, methods and tools used in the maintenance of water meters and water services.
  2. Procedures and practices related to internal control measures and asset inventory.
  3. The geographical layout of the City.
  4. Common word-processing, spreadsheet applications, Outlook and basic arithmetic.
  5. Safety regulations and procedures related to working in the field, including compliance with State regulations and safe work practices.
  6. Principles and practices of effective supervision, training, coaching and staff development plans.
  7. Supervise, lead, coach and motivate team members.
  8. Establish and maintain effective working relationships with coworkers and the public.
  9. Evaluate team member performance, counsel employees and recommend actions for improvement.
  10. Understand and follow oral and written instructions.
  11. Read and interpret plans, drawings and specifications related to water services.
  12. Ability to accurately record meter readings, read maps and locate addresses.
  13. Work in the field under adverse weather conditions and to stand and walk for long periods of time.
  14. Perform a variety of meter installation and maintenance work.
  15. Interpret rules, policies and procedures and make sound decisions.
  16. Efficiently use a computer to maintain work schedules and perform other tasks, as required.
  17. Work emergency, on-call, weekend and evening hours, as needed.
  18. Be punctual and maintain consistent attendance.

Typical Qualifications
MINIMUM REQUIRED QUALIFICATIONS
  • Must have high school diploma/GED.
  • Must have knowledge of Meter Services and related technology/systems used in the operational aspect of meter reading, materials, methods and tools used in the maintenance of water meters and water services.
  • Five years' experience in water meter/services, including installation and repair, meter reading technology and providing service to others, preferably in a municipal utility.
  • Three years supervisory experience.
  • Possession of a valid Class C Texas driver license.
  • Must have driving record sufficient for coverage by City's auto liability carrier.
