Job Summary
**Telework (Within Minnesota or Neighboring States) and Flexible Hours Options Are Available.
This position acts as lead worker providing leadership, development, and high-level policy coordination required to manage and assist with updating the web-based Mental Health Information System (MHIS). The position is responsible for aligning system data collection and reporting capabilities with legislative, county, provider, media, and federal reporting requests and requirements. The position will oversee Quality Analysis monitoring and data correction and assess MHIS potential growth and capacity to align with data collection and reporting functions required by the Behavioral Health and other divisions with Department of Human Services (DHS), and other State agencies. Reporting examples include but are not limited to compliance with Federal Block Grant Reporting, client level reporting, legislative and provider requests, Olmsted reporting, and new reports that develop out of liaison work with other divisions and state agencies.
This lead worker position manages the development of what data is collected, the associated data collection processes and data edits, software used for reporting, system interface development and/or reporting capability between MHIS data and Minnesota Health Care
Programs (MHCP) claims data. The position has lead business area responsibility for all related ad hoc, or Minnesota Information Technology (MNIT) project enhancements. The position will manage documentation protocols of system history and development changes, guide develop training materials and oversee training and technical assistance protocols to DHS staff, county personnel, and providers.
The position is responsible for developing and overseeing the production of management reports for DHS staff, providers and counties from data collected according to grants/contracts protocols, MHIS and MHCP claims data in DHS data warehouse, and as part of collaborative functions between and among state agencies.
Qualifications
Minimum Qualifications

Three (3) years professional experience demonstrating expertise supporting research and data analysis for health-care related programs.
Experience must include:
- Practical experience database management, data collection, relational databases along with performing statistical analysis.
- Project management skills to track and present results.
- Skilled at using MS Excel, MS PowerPoint, and MS Suite programs.
- Experience working with data visualization tools such as Tableau, R, SQL, or SAS.
- Bachelor’s Degree in IT, Psychology, Human Services, Social Work, Public Health, or another related fields may substitute for one (1) year of work experience.
**Master’s Degree in IT, Psychology, Human Services, Social Work, Public Health, or another related fields may substitute for one (2) year of work experience.
Preferred Qualifications
- Variety of experiences working effectively with others from different backgrounds and cultures.
- Experience working with Crystal Reports or any data warehouse, Information Systems and/or programs.
- Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns.
- Knowledge of Mental/Behavioral Health Care Programs.
- Skilled at using a variety of programs such as MMIS, MAXIS, and SSIS.
