This position is organizationally assigned through the Surgical & Specialty Care service line. The primary purpose of this position is to perform advanced clerical functions and oversee MSA daily duties with little to no supervision. This position gives support to the Surgical & Specialty Care service line and any Veterans or visitors to Surgical & Specialty Care Line clinics.
The incumbent is able to function at an advanced performance level; carrying out a variety of duties. The incumbent has advanced knowledge of scheduling appointments, including interpreting, and verifying provider orders in accordance with VHA National scheduling guidelines and facility policies. Assignments at this level include, but are not limited to: scheduling, canceling, re-scheduling patient's appointments
and/or consults; entering no-show information; monitoring of reports; preparing for clinical visits; monitoring outpatient appointments for areas of responsibility; receiving phone calls; entering patient contact notes and delivering to proper personnel; verifying and updating demographics and insurance information; and processing all emergency and non-emergency transfers to other VA facilities or private hospitals. Incumbent will perform front desks duties, receive telephone calls, and visitors to the medical facility.
The incumbent will utilize a variety of patient data systems in scheduling patients for treatment and annotate in patient records. Incumbent will use the VSE GUI, VISTA, CPRS, VSE/GUI, CTM, PCI, VETLINK, Insurance Capture Buffer (ICB), Consult Database, Outlook e-mail and other programs as added daily, including the keyboard, printer, copier and fax machine. The incumbent answers questions and provides information and daily activities.
The incumbent will take immediate action to correct problems and complaints as they arise, keeping the supervisor advised and obtaining assistance as needed. Incumbent will act as the liaison for persons within and outside the service line. Provide on-the-job training to new employees in a constructive manner. Keep the supervisor advised of progress in training; Keep abreast of procedures, policies, and directives, etc. Answer questions from other staff and obtain needed information/decisions from the supervisor on problems that come up. Conduct ongoing reviews and spot-checks of work to assure that completed work meets the established procedures, methods, and deadlines of the supervisor. This includes the accurate, timely scheduling of appointments, and working the medical record. Maintain an ongoing dialogue with the supervisor on any problem areas, progress note and training needs of employees and disciplinary problems. Make recommendations and solutions and process improvement plans. Refer need requirements to the supervisor within an adequate. The incumbent will have little direct supervision. Will follow rules and policies related to clerical functions, staff and automated data processing methods in support of the treatment of patients.
Work Schedule: Monday-Friday 8am-4:30pm

Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66.
Retirement: Traditional federal pension (5 years vesting) and federal 401K with up to 5% in contributions by VA

Qualifications

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Experience and Education.
    • Experience. Six months experience of clerical, office, [customer service], or other [administrative] work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position; OR,
    • Education. One year above high school; OR,
    • Experience/Education Combination. Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable.
  • Foreign Education. To be creditable, education completed outside the U.S. must have been submitted to a private organization that specializes in the interpretation of foreign educational credentials and such education must have been deemed at least equivalent to that gained in conventional U.S. programs.
  • Physical Requirements. See VA Directive and Handbook 5019.
  • English Language Proficiency. MSAs must be proficient in spoken and written English.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations:
Medical Support Assistant (Advanced), GS-6
  • Experience. One year of experience equivalent to the GS-5 grade level.
  • Demonstrated Knowledge, Skills, and Abilities. Candidates must demonstrate all of the KSAs below:
    • Ability to collaborate and communicate with a wide range of medical clinicians across multiple disciplines (e.g. medical doctors, nurse practitioners, physician assistants, psychologists, psychiatrists, social workers, clinical pharmacists, and nursing staff) to accomplish team goal setting to ensure medical care to patients is met.
    • Ability to independently set priorities and organize work to meet deadlines, ensuring compliance with established processes, policies, and regulations.
    • Ability to communicate tactfully and effectively, electronically, by phone, in person, and in writing, with internal and external customers. This may include preparing reports in various formats and presenting data to various organizational levels, as well as resolving patient concerns.
    • Advanced knowledge of the technical health care process (including, but not limited to, scheduling across interdisciplinary coordinated care delivery and/or care in the community models and patient health care portals) as it relates to access to care.
    • Advanced knowledge of policies and procedures associated with interdisciplinary coordinated care delivery and/or care in the community operational activities that affect patient flow, and patient support care administrative functions to include, but not limited to appointment cycles, outside patient referrals, follow-up care, overbooking, provider availability, etc.
    • Advanced knowledge of medical terminology due to the technical nature of language utilized by clinicians.
