Summary
This position is for a Medical Administration Specialist and the incumbent serves as the Administrative Officer of the Day (AOD) is located in the VA Roseburg Healthcare System (VARHS), Business Office. The incumbent has the responsibility to represent the VARHS Director on all administrative matters occurring when assigned to other than a normal tour of duty.

Duties
Major Duties include but are not limited to:
  • Delegated full authority for administrative activities occurring during irregular tours.
  • Interprets VA rules and regulations relating to determining legal entitlement to benefits relating to hospital admission; nursing home, dental, domiciliary, Non-VA Purchased Care and outpatient care; dental treatment; prosthetic appliances; patient transfer; and beneficiary travel (Special Mode).
  • Authorized as certifying officer for documents pertaining to the administration of laws concerning VA.
  • Coordinates the resolution of medical-legal problems concerning the VARHS.
  • Ensures that appropriate legal, regulatory and policy requirements are met. Processes administrative issues surrounding beneficiary death (Decedent Affairs), seriously ill cases, elopements, suicides, assaults, deaths on arrival (DOA's), homicides, code blue, code red, cost recovery matters, and facility or community disasters, etc.
  • Assumes control of communication and notification in event of local and civil disasters, in accordance with local facility disaster plan.
  • Provides administrative authority, guidance, and advice to the Medical Officer of the Day (MOD), Registered Nurse Officer of the Day (RNOD), and all other clinical staff concerning administrative matters necessary for the operation of VARHS during other than normal tours.
  • Provides orientation and situational technical advice to providers regarding VA policies and procedures.
  • Assists VARHS staff with medically related legal problems; including involuntary commitments, orders of protective custody, and management of unruly or severely disturbed patients.
  • Performs for administrative matters as the MOD and/or RNOD does for clinical matters, working as a team to carry out executive management responsibilities during other than regular working hours.
  • Directly intervenes with problems regarding patient activity occurs, advising clinical staff of appropriate administrative action.
  • Observes, evaluates, and coordinates administrative activities with interdisciplinary teams to provide administrative support with the provision of care.
  • Receives and responds to non-routine patient condition inquiries and other administrative inquiries from concerned Veterans, families, visitors, law enforcement officials, representatives from private hospitals, Veterans service organization representatives, VA Central Office, military personnel, private physicians, media, and the general public.
  • Oversees determination of applicants' eligibility; obtaining income and insurance information for appropriate non-service connected applicants.
  • Counseling non-service connected Veterans to determine ability to defray costs of medical care elsewhere.
  • Determines extent of release of medical or social data from patients' records.
  • Safeguards and ensures rights and responsibilities of patient.
  • Functions as Patient Representative and/or ombudsman during tour of duty.
  • Maintains good public and medical relations.
  • Locates available sources and authorizes VA payment of services at community hospitals, or resolves in accordance with established sharing arrangements.
  • Coordinates patient referrals and transfers to and from VARHS.
  • Inputs patient information into the patient tracking position for monitoring and tracking of referral of patients to non-VA facilities.
  • Responds to numerous inquiries from non-VA provides, patients, and the general public regarding entitlement, services provided, etc. through this active Clinic of Jurisdiction.

Physical Requirements: The work requires much walking through the VARHS with occasionally the requirement to lift objects such as suitcases, bags, and personal property (clothing, jewelry, wallets, and other things, etc.) or medical records. The AOD shift changes require rotation on a four week basis, which provides added stress and strain, with various shifts requiring two or more set of hours per week.

Qualifications
To qualify for this position, applicants must meet Specialized Experience requirements within 30 days of this announcement, 10/05/2023.
GS-07 grade level: One year of specialized experience (equivalent to the GS-06 grade level in the federal service); that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes but is not limited to: Interprets administrative policies and requirements, defines administrative requirements and provide advice to management; scheduling, coordinating transfers, determining eligibility, preparing correspondence, interpreting regulations.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

There is no educational substitution at this grade level.
