Job Purpose/Summary
The Mechanic II works with a lead mechanic for all City fleet maintenance-related needs.

  • Experience troubleshooting, repairing, and maintaining heavy duty equipment and vehicles, police fleet vehicles, generators and other small equipment;

The Mechanic II is a mid-level position and is responsible to perform journey level operations, maintenance, and repairs on all aspects of fleet and equipment. Employees in this position receive a minimum of supervision and exercise a considerable amount of judgment and independence. Under the direction of an assigned supervisor, this position may act as lead on specific job tasks.

Essential Functions
  • Maintains mechanic shop equipment and tools in a safe, clean, and orderly manner.
  • Performs safety checks and inspections on city vehicles and equipment to maintain safety standards and preserve equipment.
  • Investigates problems involving gasoline, diesel, propane, and electric vehicles and equipment.
  • Reads and interprets manuals, specifications, schematics, diagrams, and technical bulletins.
  • Makes shop calculations, records maintenance data, and prepares maintenance reports.
  • Diagnoses and repairs vehicle computers, sensors and relays.
  • Tunes engines, adjusts valves, lubricates chassis, repairs drive trains, and changes oil.
  • Maintains, troubleshoots, and repairs transmissions, high pressure pumps, compressors, differentials, clutches rear ends, steering, suspensions, cooling systems, and power take-offs.
  • Adjusts, maintains, rebuilds, and replaces air and hydraulic brake systems.
  • Troubleshoots and repairs starters, alternators, voltage regulators, batteries, gauges, and electrical systems.
  • Services and repairs fuel injection systems, carburetors, fuel pumps, and fuel lines.
  • Performs difficult manual labor and technical troubleshooting under adverse physical and environmental conditions for extended periods of time.
  • Develops specialized designs and fabricates one-off modifications.
  • Develops specifications for equipment acquisitions, inspects new equipment deliveries, and prepares equipment for surplus.
  • Performs routine streets, facilities, and grounds support activities.
  • Performs emergency snow and ice control support operations.
  • Within one hour of the time called, is able to provide onsite, after-hours, on-call response to fleet, streets, facilities, and grounds infrastructure emergencies.
  • Operates, maintains, troubleshoots, and repairs a variety of heavy equipment including but not limited to back hoes, front end loaders, dump trucks, ditch masters, force feed loaders, pavement rollers, sweepers, boom trucks, roadside mowers, road graders, vactor equipment, and snow plows.
  • Operates, maintains, troubleshoots, and repairs a variety of specialized equipment including but not limited to chain saws, weedeaters, lawn mowers, paint sprayers, pumps, cut off saws, concrete saws, jackhammers, tapping machines, shoring equipment, compactors, fall protection equipment, crack sealers, chippers, and emergency generators.
  • Procures and maintains shop inventory, parts, materials, and supplies.
  • Maintains timely and regular attendance.
  • Other duties as assigned.

Qualifications
Completion of high school or GED equivalent and 3 years of related experience, and sixty (60) classroom hours of related technical training; OR any combination of experience, education and training that would provide the level of knowledge and ability required. Automotive Service Excellence certifications are desirable.
Knowledge of:
  • Principles and theory of operation of gasoline, diesel, propane, and electrical engines.
  • Principles and practices of maintenance, troubleshooting, and repair of small engine machinery, light duty vehicles, and heavy duty equipment including public works and law enforcement vehicles.
  • Basic principles and practices of preventive maintenance, work order management, and fleet management including prioritization, scheduling, and reporting.
  • Occupational health hazards and standard safety practices and procedures.
  • Applicable local, state, and federal laws, codes, and regulations.
  • Heavy equipment operation, maintenance, and repair.
  • Specialized diagnostic equipment used in vehicle troubleshooting, maintenance, and repair activities.
  • Basic computer skills and familiarity with Microsoft Word, Excel, and Outlook as well as specialized fleet management software applications.
  • City organization, operations, policies and procedures.

Ability to:
  • Respond to emergency calls and/or perform after-hours assignments as directed.
  • Quickly grasp new techniques, deal with rapid changes in priorities, and remain calm and effective in difficult situations.
  • Work independently or as a team member and to meet required schedules and deadlines in a timely, efficient, effective manner.
  • Communicate in an effective and professional manner.
  • Provide and maintain a personal tool kit inventory as required.
  • Train, coach and mentor subordinates and other co-workers.
  • Maintain current knowledge of technological advances in the field.
  • Prioritize and organize work orders.
  • Organize and maintain accurate vehicle and equipment maintenance records.
  • Bid and procure equipment, materials, and supplies within budgetary constraints.
  • Support and model the identified vision, values and behaviors of the organization.
  • Establish and maintain effective working relationships.
  • Use initiative and independent judgment within established procedural guidelines.
  • Operate a personal computer utilizing a variety of standard and specialist software.
  • Communicate effectively both orally and in writing.

License and Certification Requirements
  • Valid Washington State driver's license is required.
  • Successful completion of a pre-employment background check is required.
  • Ability to obtain a valid Class A Washington State Commercial driver's license within one year of employment.
  • Ability to pass a pre-employment drug/alcohol test and subsequent random drug and alcohol tests.
  • Ability to obtain a valid Washington State Traffic Control Flagger's certification within one year of employment.
  • Ability to obtain a Forklift Operator certification within one year of employment.
  • Ability to obtain a valid First Aid/CPR certification within one year of employment.

Additional Information
Working Conditions
The regular work schedule is generally Monday through Friday, 6:30 am to 4 pm, with a day off every other week (9/80 schedule).The employee must be able to work on-call for emergency response outside of the normal work schedule on an assigned, rotating basis. Work is performed indoors and outdoors and may be performed alone or as a member of a team. Work may require frequent contact with other City departments and the public. Work may be performed under scheduled routine conditions or unscheduled emergency conditions for extended periods of time. Work may be performed under adverse conditions, at night and/or during inclement weather. The employee many be exposed to safety hazards and may be required to use dangerous tools and equipment and affiliated personal protective equipment.
Physical Requirements
The employee in this job classification must have the overall stamina and ability to perform strenuous physical activity, including the ability to climb, bend and work in tight or confined areas. The employee must be able stand or walk for long periods of time, traverse rough terrain and work in or over water. The employee may be required to lift and carry up to 50 pounds. The employee must be able to hear alarms and audibly identify the presence of a danger or hazard. Accurate vision including good color and depth perception are essential. Good hand eye coordination is required. Corrective lenses may be utilized. The employee may be required to sit for prolonged periods of time and manipulate a computer keyboard which requires repetitive motion tasks.
Additional Salary DetailsThe 2024 salary range is $39.63-$49.71 per hour. The hiring range is $39.63-$44.39 per month. Step increases are attained annually based on satisfactory performance.
