DEFINITION:
Under general direction, supervises and coordinates electrical activities in construction, maintenance, and repair of water and wastewater industrial equipment, electric power, lighting, treatment plants, and process-related equipment in association with medium and low voltage systems. This position reportsto the Plant Maintenance Superintendent.
Duties and Responsibilities
The duties listed below represent the various types of work that may be performed. The omission of specific statements of duties does not exclude them if the work is related or a logical assignment to this class.
  • Troubleshoots electrical and/or electronic apparatus, motors, controls, and equipment by using schematics to ensure electrical power compatibility and safety of components.
  • Installs, repairs, and maintains various industrial and electrical equipment typically found in water/wastewater industries, such as control circuits, lighting circuits, motors, and switchgear for new, temporary, and existing construction, and ensures equipment conforms to electrical and safety codes.
  • Performs preventive maintenance work on electrical equipment and fixtures to detect electrical hazards.
  • Operate various water and/or wastewater treatment equipment as needed
  • Operate and maintain assigned motor vehicles.
  • Follow established safety policies, procedures, and protocols.
  • Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field.
  • Monitors and inspects work installing, maintaining, and repairing of electrical equipment to ensure compliance with the Electrical Code, city ordinances, OSHA regulations and related standards.
  • Attend and participate in regularly scheduled operations, training, safety meetings/classes.
  • Prepare and maintain an inventory of spare parts needed to limit downtime of equipment included but not limited to fuses, starters, etc.
  • Maintain appropriate tools and required electrical troubleshooting equipment
  • Review and provide technical comments and feedback on new utility projects during construction meetings and plan review as required.
  • Performs other duties as assigned.

EMPLOYMENT STANDARDS:
Knowledge of:
  • General principles and theory of electricity and safety regulations.
  • Wire sizes, color codes, and proper methods used in making splices and connections.
  • Occupational hazards and safety precautions.
  • SCADA and instrumentation systems.

Ability to:
  • Interpret and apply Federal, State, and local policies, laws, and regulations.
  • Understand and follow oral and written instructions.
  • Work independently in the absence of supervision, or as part of a team with other maintenance personnel, contractors, etc.
  • Interpret, explain, and enforce departmental policies and procedures.
  • Maintain accurate records of repair utilizing work order management software.
  • Read and interpret construction plans, wiring schematics specifications, and GIS data.
  • Plan long-range electrical maintenance programs.
  • Order equipment and ensure supplies and materials are available to complete repairs.
  • Interpret and explain city policies and procedures.
  • Prepare clear and concise reports. (Utilizing Microsoft Office Programs, such as Word, Excel, PowerPoint, etc.).
  • Communicate clearly and concisely, both orally and in writing.
  • Effectively use current computer software applications such as Word, Excel, PowerPoint, etc.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Ability to use hand and power tools, multi-meters, testers, etc.

Requirements
MINIMUM QUALIFICATIONS:
Education, Training, and Experience:
  • High School Diploma or GED
  • Master Electrician License by the State of Texas
  • 5 years' experience in industrial plant operations or water/wastewater plant operations and electrical troubleshooting, installation, and maintenance
  • Any combination of relevant education and/or experience, may qualify.

Licenses and Certificates:
  • A valid driver's license is required at the time of appointment and must be maintained throughout employment.
  • Possession of a current "D" Water and Wastewater Operator's License from TCEQ or ability to obtain within 18 months of employment.

The employee is frequently required to lift up to 50 pounds unaided.
Mental Demands:
While performing the duties of this class, an employee uses written and oral communication skills; reads and interprets data, information, and documents; analyzes and solves problems; uses math and mathematical reasoning; performs highly detailed work; deals with multiple concurrent tasks; and interacts with others encountered in the course of work.
Work Environment:
Water/wastewater treatment plant environment; exposure to potentially hazardous chemicals, noise, dust, grease, smoke, fumes, and gasses; work with water and/or wastewater; irregular work hours; waste and infectious materials; potentially hazardous equipment, electrical hazards; fall hazards; work outside under adverse weather conditions.

Insurance:
HEALTH
100% of premium paid for by the City for the Employee Only High Deductible Health Plan. Other health plan options are available for additional premiums. Dependent coverage is available at the expense of the employee.
DENTAL
Employee premiums are paid at 100% by the City. Dependent coverage is available at the expense of the employee.
VISION
Coverage is offered at the expense of the employee.
LIFE
The City provides each employee with a life insurance policy of $25,000. Additional coverage may be purchased at the expense of the employee.
VOYA
Employees may elect to be covered under various supplemental policies at their own expense.
Retirement:
TEXAS MUNICIPAL RETIREMENT SYSTEM
Employees participate in a statewide retirement program at 7% mandatory contribution with the city match of 2:1. The program requires five (5) years to become vested, with 20 years retirement at any age. For more information contact TMRS at
DEFERRED COMPENSATION
The City offers a 457 Plan and a Roth IRA option through Empower Retirement. The City offers payroll deductions and the employee chooses the amount of investment and investment choices.

VACATION
All full-time employees accrue 3.08 hours per pay period, based on longevity.
SICK LEAVE
All full-time employees accrue one workday per month.
HOLIDAYS/PERSONAL DAYS
Employees receive 12 paid holidays and 2 personal days per year.
