Duties

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position.

As a Market Research Specialist, you will:

  • Serve as a technical expert with responsibility for:

Qualitative and quantitative Market Research expertise in: sales and Market Research studies and analyses; new product introduction; market intelligence; research contract management; customer satisfaction research; developing marketing plans and strategies; survey design; moderator's guide development; federal government data collection requirements; usability of primary, secondary and syndicated research; and the presentation of research findings, reports, analyses and summary data to business decision-makers.

  • Use government and private industry best practices to develop the Sales and Marketing (SAM) Market Research program including online survey and data collection methods, statistical validity of various quantitative approaches, the behavioral science associated with survey and focus group execution, creating data collection instruments that address sales and marketing research needs, connecting research approaches, findings and reports to sales and marketing needs.
  • Use research to establish baseline and post implementation measures for branding and brand recognition, consumer awareness and attitudes, and customer satisfaction with numismatic products, programs, services and sales experience.
  • Use a variety of research data sources to make improvement or directional recommendations to staff in SAM.

Requirements

Conditions of Employment

Qualifications

You must meet the following requirements by the closing date of this announcement. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year and indicate number of hours worked per week on your resume.

For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes:

  • Leading qualitative/quantitative Market Research studies and analyzing the study findings; AND
  • Developing and presenting research reports of findings for staff and management; AND
  • Creating recommendations of change based on Market Research and its findings; AND
  • Focusing on customer satisfaction in relation to products, programs, and services.

For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service.

Specialized Experience for this position includes:

  • Researching the market using both qualitative/quantitative studies and analyzing the study findings; AND
  • Presenting research reports of findings for staff; AND
  • Creating recommendations of change based on Market Research and its findings.

For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service.

Specialized Experience for this position includes:

  • Researching the market using both qualitative/quantitative; AND
  • Developing research reports of findings to assist in change recommendations.

OR

  • Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree

OR

  • LL.M., if related

OR

  • You may qualify with a combination of experience and education.

To combine education and experience, your total qualifying experience is calculated as a percentage of the experience required for the grade level. Then, your education is calculated as a percentage of the education required for the grade level. The two percentages are added together. The total percentage must equal at least 100 percent to qualify for that grade level. (Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education).

Education

Education Requirements: The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.
