Job Description
The New York Independent System Operator (NYISO) manages the efficient flow of electricity on more than 11,000 circuit-miles of high-voltage transmission lines, dispatching power from hundreds of generating units across the state.
The NYISO's Operations department invites applications for full-time Manager, System Operator Training.
The Manager, System Operator Training is directly responsible for developing, implementing, and evaluating a coordinated training program for NYISO and Transmission Owner System Operators as well as NYISO Operations Support Personnel to assure reliable interconnected system operation, in compliance with NERC, NPCC and NYSRC training requirements. This position is responsible for maintaining the facilities, applications, and staff required to support the various training programs.
ESSENTIAL DUTIES and RESPONSIBILITIES
- Develop, implement and oversee the NYISO Training programs in accordance with a Systematic Approach to Training (SAT). The core elements of which are:
- System Operator Initial Qualification Program
- System Operator Advanced Qualification Program
- Concepts for Electric System Operation Course (CESOC)
- System Operator Training Seminar (SOTS)
- NYISO In-house Training
- NERC required Support Group Training
- NPCC and Wide Area Training Events
- NYISO Operations Support Personnel Training
- NYISO Projects and Market Design initiatives
- New resource integrations to meet the Climate Protection and Community Protection Act (CLCPA)
- Acquire and maintain applications, tools, and facilities to provide realistic and professional training environment.
- Develop and maintain Operator Training Procedures to ensure compliance with NERC, NPCC and NYSRC rules.
- Select, develop, and manage competent and highly motivated trainers and engineers to support the NYISO Operator Training programs.
- Prepare administer and monitor Operator Training budget. Negotiate contracts as applicable.
- Maintain documentation and reporting on training needs and programs delivered, to assure NERC, NPCC and NYSRC compliance requirements.
- Act as Chairman of the NYISO Curriculum Review Committee.
- Plan and coordinate with NYISO Operating subcommittees and task forces statewide training activities.
- Direct simulation analysis in support of Grid Operations and System and Resource Planning needs.
- Participate and support NERC, NPCC, and Industry training initiatives on behalf of the NYISO.
- Support integration of processes, tools and displays into system operations through participation in projects of varying scope. This may include developing business requirements, participating in product development and user acceptance testing (UAT), supporting final implementation and providing follow up support
QUALIFICATIONS:
- Bachelor's degree in Computer Science, Electrical Power, Mechanical or Electrical Technology or other related technical field of study required.
- Eight years of related experience including three years of technical training facilitation and instructional design; Accredited trainer documentation and/or educational certification (AMA, Langevin, Nuclear Navy or equivalent) preferred; or equivalent combination of education, training and experience.
- Demonstrated proficiency in analysis, design, development, implementation, and evaluation of training programs.
- Excellent facilitation and presentation skills presenting information to a diverse and technical audience
- Experience leading the development and modification of operating procedures
- Demonstrated experience leading and mentoring junior staff
- Experience in a leadership role within training committees and technical working groups
ADDITIONAL REQUIREMENTS:
- Ability to read, analyze and interpret the most complex documents. Ability to respond effectively to the most sensitive inquiries or complaints. Ability to write speeches and articles using original or innovative techniques or style. Ability to make effective and persuasive presentations on technical topics to management and public groups.
- Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
- Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
- Intermediate competency in Windows operating environment using MS Office applications, e-mail and internet programs.
PHYSICAL DEMANDS
While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand, walk, sit and use hands to perform routine office tasks. The employee is occasionally required to reach with hands and arms. The employee must occasionally lift and/or move up to 15 pounds. WORK ENVIRONMENT
The noise level in the work environment is usually moderate. Contact with staff and public will occur. Travel may be required to attend and/or conduct meetings, conferences and training. This position may require work on nights, weekends or holidays.
