The Nurse Manager, Emergency Department (ED) - Marion is responsible for the overall 24-hour management and day-to -day operations at the off-campus St. Luke's Hospital ED site in Marion, IA. As part of the Emergency Medicine Service Line (EMSL) - Cedar Rapids market, the Nurse Manager will work closely with the ED Nurse Manager - St. Luke's Hospital and Director, Emergency Services, to assure that there is consistency and continuity in care and practice across the EMSL - Cedar Rapids. The Nurse Manager assists in establishing goals and objectives for the EMSL and Patient Care Services that are consistent with the UnityPoint Health (UPH) strategic plan as it cascades through to UPH St. Luke's Hospital, the EMSL, and Patient Care Services. The Nurse Manager is responsible for implementing and supporting care delivery including clinical quality, patient safety, and engagement, consistent with the mission, vision, values, goals and strategies of UPH and UPH - St. Luke's Hospital. The Nurse Manager demonstrates the attributes of servant leadership, communicates exceptionally, influences and motivates others to achieve high quality patient outcomes as part of an engaged interdisciplinary team. The Nurse Manager serves as chief recruitment and retention officer for the department and works in collaboration with nursing leadership and interdisciplinary teams to identify areas of improvement regarding patient care, patient experience, quality, and engagement.

Responsibilities

Leadership
• Works collaboratively with the Director, Emergency Services and EMSL leadership team to drive operational execution including but not limited to quality, patient safety and experience, operational budgets, clinical outcomes, and staffing.
• Builds trusting, collaborative relationships with team members, peers, physicians and administration to advance the core patient business strategy.
• Fosters development of unit leadership team.
• Responsible for department scheduling.
• Applies HR practices fairly and consistently.
• Ensures a thorough and adequate orientation program for new staff and student interns.
• Ensures that adequate competency training and continuing education programming is done to meet identified staff development needs.
• Supports department and hospital shared governance infrastructure and staff engagement.
• Supports continuous staff development and career goal achievement.
• Commits to the hours needed to achieve outcomes and develop others to assure round-the-clock leadership. Requires flexibility with hours worked and shifting priorities as the environment changes, without losing sight of goals/outcomes.
• Hardwires patient rounding to assure consistent contact with patients.
• Follows-up on patient concerns as soon as possible.
• Ensures that policies needed to achieve department objectives are clearly communicated and implemented.
• Promotes use of management system standardized tools and methods to drive excellence and build sustainability for continuous improvement.
• Ensures communication systems promote psychological safety and a just culture.
• Notifies Director and/or Administration of concerns that have the potential to escalate or lead to Risk Management concerns.
• May be requested to travel to conferences and meetings as a hospital representative. Must be able to make arrangements to attend these as required.
• Assists in developing, implementing and monitoring the department's operating FTE, capital and revenue budgets to ensure sound fiscal operations of the department.
• Reviews monthly data to analyze trends and advise on potential opportunities.
• Ensures a welcoming environment for team members and patients served. Effectively manages positive relationships within team and referral sources.

Compliance
• The team member is aware of hospital and department compliance for federally funded healthcare programs (e.g. Medicare and Medicaid) regarding fraud, waste and abuse. Brings any questions or concerns regarding compliance to the immediate attention of department or hospital administrative staff.
• Purposefully conducts all aspects of the job in an ethical manner in support of the hospital's commitment to ethical behavior in all areas of personal and professional activity.
• Successfully completes hospital-wide orientation, annual hospital competencies and department specific competencies.

Basic UPH Performance Criteria

• Employee maintains current licenses and/or certifications required for the position.

• Completes all annual education and competency requirements within the calendar year and defined targets.
• Is knowledgeable of hospital and department compliance requirements for federally funded healthcare programs (e.g. Medicare and Medicaid) regarding fraud, waste and abuse. Brings any questions or concerns regarding compliance to the immediate attention of hospital administrative staff. Takes appropriate action on concerns reported by department staff related to compliance.

Qualifications
Minimum Requirements

Education:
• Successful completion of an accredited nursing program
• BSN
• MSN
Experience:
• Three to five years of clinical leadership with recognized knowledge and expertise in caring for specific patient populations.
License(s)/Certification(s):
• Valid driver's license when driving any vehicle for work-related reasons.
• Possess current RN licensure in the State of Iowa.
• Maintain current BLS certification.
• ACLS
• PALS
• TNCC
• CEN and/or Nursing Leadership Certification preferred
Knowledge/Skills/Abilities:
• Writes, reads, speaks, and comprehends fluent English.
• Ability to direct others and to exercise judgment in problem-solving scenarios.
• Ability to lead and/or participate in multidisciplinary teams.
• Possess a comprehensive knowledge of general nursing theory and practice and an expanded knowledge of current clinical and specialized patient care concepts.
• Possess a broad and varied knowledge base that is continually enhanced through self-directed study and participation in educational opportunities.
• Possess knowledge of performance improvement and quality standards.
• Possess knowledge of The Joint Commission and other regulatory standards.
• Ability to complete basic computer course through in-hospital training; develops and maintains necessary computer skills including Word and Excel.
Possess knowledge of CMS/EMTALA regulations
