Manager, Registration & Certification


Texas Reliability Entity, Inc. (Texas RE) is hiring!The Texas power grid is changing rapidly as economics, technology, and customer demands push the power industry to new limits. At the same time, what used to be low-probability events, such as extreme weather and cybersecurity breaches, are now occurring at a pace that has not been seen before. The Manager, Registration & Certification, coordinates with colleagues both at Texas RE and across the industry to address the integration of emerging technologies to the Bulk Power System while ensuring the existing regulatory structures track and address evolving risks to the reliability of said Bulk Power System.

The ERCOT Interconnection is located within the State of Texas and includes approximately 90% of Texas’s electric load and 75% of its land area. Texas RE offers the flexibility of working for a small organization combined with the security of working for an established company. Employees work a hybrid work scheduled consisting of at least two days in the office with the option of working three days remotely. Additional in-office work may be required depending on project scopes. Additionally, employees have the option to take advantage of Flexible Friday, where employees may shift working hours to earlier in the week instead of on Friday after noon.

Texas RE pays 100% of employee-only coverage for medical, dental, vision, life and ADD, short-term and long-term disability, and long-term care insurance, as well as the employee assistance program. The considered candidate will be required to reside in the Austin-metro area or be able to reliably comment to the office within a reasonable amount of time.

The ideal candidate will have the following attributes:

  • Bachelor’s degree
  • Minimum 5 years work experience in the electric power industry.
  • Understanding of emerging technologies and risks to the Bulk Power System and ERCOT Interconnection
  • Project Management experience
  • Intellectual curiosity and ability to problem solve

Summary of Responsibilities

The Manager, Registration and Certification Program, coordinates the activities of the Texas Reliability Entity, Inc. (Texas RE) Registration and Certification Program to ensure that all applicable users, owners and operators of the Bulk Electric System within the ERCOT region meet the NERC criteria for inclusion on the NERC compliance registry and are properly registered and/or certified for the appropriate functions. Ensure no gaps or duplication in coverage for the reliability of the bulk electric system under NERC Reliability Standards. Other duties include, coordinating registration disputes, certifications, appeals, participating in industry working groups, working with other departments within Texas RE on various issues and projects, which may impact or relate to registration and certification activities.

Essential Job Duties

  • Interface and collaborate with subject matter experts, internal departments, unregistered and registered entities, Regional Entities, North American Electric Reliability Corporation (NERC) and the Federal Energy Regulatory Commission (FERC)
  • Facilitate the periodic review of the inventory and bulk power system elements and ensure all associated responsible entities are appropriately listed on the NERC Compliance Registry (NCR); update the NCR as needed
  • Approve registration applications and NERC notification letters
  • Coordinate all technical analysis with subject matter expert engineer(s) (e.g. the review of one-line diagrams and interconnection agreements) when necessary in processing registration and certification matters
  • Lead and participate in ERO Enterprise working groups and regional committees in the development of best practices and procedures for registration and certification related issues
  • Lead and participate in certifications, certification reviews, and lesser activities
  • Manage and maintain a database of bulk power system elements within the Texas RE region
  • Participate in the implementation of the registration and certification tools and assist with system enhancement testing
  • Coordinate with Texas RE Compliance Assessment and Enforcement departments in processing registration and certification matters, when necessary
  • Coordinate Joint Registration Organization (JRO) and Coordinated Functional Registrations (CFR) activities
  • Coordinate the registration and certification appeals process
  • Manage document retention, organization, and disposition processes
  • Participate in the NERC-led Panel Reviews with Regions and NERC as needed
  • Ensure the consistency and accuracy of reporting data and prepare reports and presentations
  • Coordinate efforts for multi-regional registered entities
  • Assist with NERC help desk tickets related to ERO Portal access rights and the Centralized Organization Registration ERO System (CORES)
  • Perform other duties as assigned
  • Ability to travel up to 20%

Minimum Job Qualifications

  • Bachelor’s degree
  • Five years work experience in the electric power industry
  • Excellent interpersonal, verbal, and written communication skills including presentation skills
  • Analytical, problem solving, organization skills
  • Project management experience preferred
  • Timely Decision Making
  • Proficiency with Microsoft Office applications, including Word, Excel, SharePoint, Access, and PowerPoint
  • Ability to prepare presentations and communicate program requirements through outreach meetings with interested stakeholders
