K.L. Scott & Associates (KLS&A) is hiring a Manager / Program Manager with a broad skill set. The successful candidate must be resourceful and able to work across consulting practices - social equity, digital transformation, and organizational strategy. In this role, the Manager / Program Manager will oversee a portfolio of projects, manage individual projects, and at times, be part of the delivery team (e.g., analysis, strategy, process improvement, requirements development, etc.).


A Manager / Program Manager provides overall project oversight, including scheduling, logistics, project planning, resource allocation, budgeting, human and financial resource management, and performance management. Must be able to provide direction to staff, interface with clients and efficiently execute complex problems to ensure project deliverables are completed successfully.


Our Manager / Program Managers are responsible for high-level project delivery and oversight along with client relationship management. The successful candidate will manage teams and advise clients at the highest strategic level on both big-picture and tactical matters, focusing on how strategic recommendations enables a wide range of business outcomes.


KLS&A's primary customers are local, state, and federal government agencies. Previous consulting experience is preferred and PMP certification is required.


Responsibilities

  • Daily program management of the Project Management Office and oversight of portfolio of projects
  • Defining and enforcing best practice program governance (controls)
  • Planning and monitoring project progress and adherence to best practices
  • Managing risks, issues, and project budgets
  • Coordinating the projects and their interdependencies
  • Managing and utilizing resources across projects
  • Managing stakeholder communications
  • Aligning deliverables to the program's successful outcomes
  • Planning and implementing projects
  • Defining project scope, objectives, and deliverables
  • Leading quality assurance
  • Monitoring and reporting project progress
  • Presenting to clients a project progress status reports, problems, and solutions
  • Ensuring client success
  • A consistent track record of leading people and building high-performing teams that leverage consulting frameworks and methods to drive the mission-critical priorities of government entities
  • An ability to inspire and motivate professionals from both technical and non-technical backgrounds towards a common goal
  • An unwavering commitment to the success of your team, and willingness to provide constructive/ corrective action when needed
  • Demonstrated intellectual curiosity and the creative development of solutions and strategies to solve client problems. Must adapt best practice frameworks and methodologies to strike at the heart of a client’s most pressing business challenges
  • An ability to be hands-on and to manage multiple client priorities simultaneously
  • Comfortable selling to, influencing and building trust-based, value-added relationships with senior executives
  • Coachable and embracing of best practices and feedback as a means of continuous improvement
  • A consistently high achiever marked by perseverance, humility and a positive outlook in the face of challenges
  • Track record in achieving/exceeding revenue targets preferred


Qualifications

  • 10-15 years experience
  • MBA/MS or other advanced degree preferred
  • Experience working with public sector and federal government
  • Experience with States, Tribes, Territories, childcare or early childhood education preferred
  • Knowledge of technology for States, Tribes and Territories preferred
  • Must be a self-starter and resourceful without daily supervision
  • Good understanding of the public sector and federal government
  • Strong leadership and management skills
  • Must be a systems thinker with the ability to find innovative ways to resolve client challenges and internal process improvements
  • Excellent communication skills (oral and written)
  • Experience in strategic planning, risk management, and change management
  • Proficient in project management software tools
  • Conflict resolution experience
  • Project Management Professional (PMP) certification (required)
  • Program Management Professional (PgMP) (desired)
  • The ability to travel up to 50% or as needed for the client project
