GENERAL SUMMARY:
Responsible for providing overall direction and administration of Plant Operations Departments, to ensure it operates efficiently and effectively. Ensure performance standards are at benchmark levels. Regularly reviews operational performance compliance against department standards. Plans, organizes and directs activities of technical personnel engaged in the 24-hour operation of facility. Works with skilled trades as needed in including electrical, plumbing, HVAC, painting, general maintenance, and the like. In doing so, coordinates and directs activities that maintain a clean, safe and orderly hospital environment. When the Director is not available, this person will fill in and assume those responsibilities as needed. May work with the Director in Life Safety/Fire/Utilities EOC compliance for the North, South, or Central Market, Ambulatory, or Medical Office locations.
PRINCIPLE DUTIES AND RESPONSIBILITIES:
• Plan and direct activities of the Plant Operations department such as electrical, plumbing, HVAC, painting, general maintenance services, and the like. Develops work schedules, assigns work, and ensures completion of projects.
• Develop, and upon approval, implements and administers departmental policies, procedures and budget to ensure compliance with state and federal statutes, hospital and accrediting agency regulations. Monitors adherence to same and initiates corrective action as necessary.
• Interview, hire, train, and evaluate the performance of, and when necessary, disciplines and discharges skilled trades personnel. Orients new employees to department.
• Prepare or oversee preparation of a variety of reoccurring and special reports for management reflecting Plant Operations activities.
• Regularly inspects and evaluates the physical condition of assigned areas to ensure duties are performed in safe manner and in compliance with all standards.
• May serve as technical resource to associates resolving complex, technical issues as needed. Fire Marshal responsibilities our direct liaison to our state and local Fire Marshal's.
• Responsible for regulatory compliance - TJC/DEQ/LARA/CMS and State and Local Fire marshals. HFH and the Medical Group that are part of HFH.
• Accountable to establish and maintain partnership/relationships with all relevant medical staff and personnel. Manages and positively influences the perceptions, image and trust level of services to all customers, both internal and external, within his/her areas of accountability.
• Prepares, secures approval of and administers departmental budgets. (Operational and capital). 10.Monitors adherence to operational capital budgets. Identifies variances and implements appropriate action plans to bring budgets into line.
• Ensures compliance to the Environment of Care standards and other regulatory standards necessary to manage a health care operation as identified by the Joint Commission and other accreditation agencies. Will work with system director on maintaining compliance and setting policies/procedure throughout the system.
• Performs all other duties as assigned
• Maintains a working knowledge of applicable Federal, State and local laws and regulations, the Integrity/ Compliance Program, Code of Conduct, as well as other policies and procedures in order to ensure adherence in a manner that reflects honest, ethical and professional behavior.
EDUCATION/EXPERIENCE REQUIRED:
• High school diploma or G.E.D. equivalent required.
• Associate degree preferred.
• Technical knowledge of electrical and mechanical techniques at a level normally acquired through completion of a vocational or trade school required.
• Five (5) years of recent work experience in Plant Operations/Facilities required.
• Prior supervisory/management experience required.
• Experience in regulatory compliance strongly preferred.
• Interpersonal skills necessary in order to interact and communicate effectively with vendors and a variety of Hospital personnel when exchanging information, and to effectively lead and coordinate assigned staff.
• Analytical skills necessary to prepare and prioritize work assignments, maintain a variety of records and reports and assist in the development of departmental policies, procedures and budgets as well as evaluating new supplies and equipment.
CERTIFICATIONS/LICENSURES REQUIRED:
• Technical licenses in Life Safety areas preferred.
• State Fire Marshal certification preferred.
