Manager, Payroll Benefits & HRIS
New York City (Hybrid)
Manage the compensation, benefits, payroll Workday HCM platform and related HRIS applications, and act as subject matter expert to department employees.
Identify trends and opportunities to enhance compensation, benefits, payroll and HRIS functions by automating, streamlining or outsourcing processes using industry best practices in the long term to ensure that management is prepared to manage change proactively and strategically in order to maintain competitive advantage for the future.
This position reports to the Senior Manager, Human Resources.
HRIS
  • Manage information security administration for Workday and other HR applications.
  • Manage the development and maintenance of automated systems and procedures for the processing, analyzing and reporting of human resources information.
  • Manage and monitor the daily operation of Workday and related HRIS applications.
  • Oversight of the development to enhance operational efficiency or improvement of Workday available to management.
  • Manage the testing and implementation of new versions and fixes to Workday as part of the Bank's standard.
  • Manage ad-hoc and periodic reports to users, auditors, and examiners showing user data access and transaction privileges.

Benefits

  • Oversee the FHLBNY's health benefit plans and Health Insurance Portability Accountability Act ("HIPAA") to help ensure appropriate privacy and confidentiality as it relates to legal practices and requirements.
  • Manage the administration of employee benefit and savings account programs, including reconciliation of premium payments and contributions, filing of reports, and the processing of workers' compensation and disability claims, and retirement plan changes.
  • Manage the contract negotiations, selection, payments and maintenance of files on health and life insurance benefits for active and retired participants.
  • Review and approve benefits invoices for medical, dental, short-term disability, employee assistance plan, parking and mass transit reimbursement plan, medical and dependent care spending plans, prescription, and officer physicals.
  • Manage the communication of enrollment, changes, and terminations of coverage as well as Continuation of Coverage and Retiree Medical Plan participation to brokers including plan design issues and census information for renewal purposes.
  • Oversee the compilation of expense and census data as it pertains to the Retiree population for actuarial valuations of the Bank's ASC 715 Post-Retirement Benefits 106 liability.
  • Manage the Medicare Part D and Retiree Drug Subsidy reimbursement process.
  • Manage Wellness Programs including Wellness Committee efforts.

Payroll
  • Manage the administration of payroll, including preparation computation, reconciliation and distribution of payroll, reconciliation of employment taxes and the distribution of W-2 forms.
  • Review Bank financial data to ensure that the accounts reconcile to the Bank's general ledger.
  • Direct the day-to-day and year-end operations of the payroll function.

Compensation
  • Develop and implement compensation programs approved by the Board.
  • Manage the administration of Executive Compensation, Qualified and Non-qualified plans.
  • Manage the annual 10-K Compensation Discussion &Analysis submission process.
  • Provide SEC required information to Financial Accounting.
  • Provide market-aligned, cost-effective programs to enable management to make informed decisions.

Skills & Experience
  • A minimum of 8-10 years' experience in Human Resources with at least 1-2 years leading or managing benefits, payroll or Human Resources Information System ("HRIS") related function.
  • Strong working knowledge of Workday required.
  • Demonstrated leadership, project management, problem solving, interpersonal, negotiation, analytical and organizational skills required.
  • Detail-oriented, strong communication skills, and the ability to handle multiple assignments required.
  • Ability to perform research and work independently.
  • Ability to interpret and analyze compensation data a plus.
  • Bachelor's degree in Human Resources or related field.

Salary range - $145,000 - $165,000
