Title: Manager of Physical Security and Incident
Location: Various Programs
Shift: Monday to Friday (8:00am to 4:30pm)
Summary: Reporting to the Director of security, and Emergency Response, the Manager ofPhysical Security and Incident Response works with the Heartland Human Care Services (HHCS) SAFEty Initiative management, staff, and the Heartland Human Care Services Heartland Human Care Services Risk Management team to implement and monitor the SAFEty Initiative Security program, which promotes the overall Security and safety of employees, participants, and visitors and supports a trauma informed, positive customer service orientation. The security programs include workplace crime and violence, civil unrest, security Incident Response, facility security, and fire and life safety.

The Manager ofPhysical Security and Incident Response works to build a security culture and ensures compliance with all applicable laws, rules, regulations, and accreditation standards related to security, emergency, and Incident management, and that the day-to-day security initiatives and programs are consistent with the policies and regulations for HHCS, the Safety Initiative and applicable funding and licensing bodies; trends incident reports, ensures proper follow-up and after action reviews, build staff and management competency, and leads improvement initiatives, where warranted.

Duties & Responsibilities:

Under the Director, Security and Emergency Response and in partnership with Human Resources (HR), facility managers, and senior management, supports the workplace safety and Physical Security of program sites, participants, and staff.

Facility Security:

  • Plans for and monitors facility security requirements. When setting up a new office or building, ensure risk assessments are performed to identify specific requirements such as lighting, video surveillance, and secure access.
  • Conducts new assessments to see if existing measures are enough or if new equipment and protocols should be implemented.
  • Conduct regular Security and hazard site inspections and assessments to identify and eliminate potentially insecure working conditions or practices.
  • Makes recommendations, implements, and monitors access controls (electronic and physical) to buildings and parking lots.
  • Oversees and reports on security checks/surveillance/monitoring.
  • Maintains awareness of new/changing laws/regulations and continually reviews and monitors the status of all security policies, procedures, and programs and ensures that they comply with appropriate regulations and accreditors, and meet the needs of the organization. Manage Physical Security activities preparing for and executing internal and external audits.
  • Serves as point person for program security guards and surveillance personnel, who are responsible for patrolling and inspecting the organization’s property against theft, fire, vandalism, and terrorism, as well as ensuring the safety of personnel and visitors while on or about the organization’s premises.
  • Works with management to establish security protocols covering a variety of security situations including workplace violence, thefts, emergencies, community unrest, and gun violence.
  • Stays current on best practices in intelligence gathering, provides guidance, and participates in intelligence gathering as needed.
  • With HR and HHCS Risk Management, establish ongoing training to ensure members of the work workforce and participants are trained on Physical Security protocols including civil unrest, workplace violence, and personal safety.
  • Maintains and reviews security records, and periodically reports on trends, anomalies, and concerns.

Incident Response:

  • Oversees security incident preparedness and response processes.
  • Serves as incident manager and point of contact for security contractors, police, and other emergency personnel during an incident.
  • Conducts after-action reviews and periodically reports on trends and areas for improvement.
  • Serves on the HHCS crisis management team as liaison for HHCS SAFEty and escalates high-risk cases to the Director, Security and Emergency Response, and Chief Operations Officer.

SUPERVISORY RESPONSIBILITIES: This position supervises all Security Specialist (II, SSII-Lead).

QUALIFICATIONS:

  • Bachelor's degree preferably in a security-related field.
  • 10 years of relevant experience in the security-related field.

Candidate must demonstrate the following:

  • Leadership and technical expertise in all aspects of Physical Security (e.g., risk management, planning, training and exercises, program review, and resource application/management);
  • Developing Physical Security policy in collaboration with others;
  • conducting vulnerability assessments, surveys, inspections, and audits of the security program; and
  • Maintaining awareness of all Physical Security issues to keep senior leaders advised of any changes in security policies.
  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
  • Ability to effectively present information and respond to questions from groups of managers, program participants, and staff. Genuine willingness to work with and for staff by actively engaging staff in community safety and security practices. Ability to build a strong rapport with management, program participants, and staff. Demonstrate a commitment to being consistent, fair, accessible, and visible. Authentic communicator with exceptional interpersonal skills. True team player with a high level of professional ethics and personal integrity.
