I. Qualifications:
1. Bachelors Degree
2. Minimum of three years’ experience in Human Resources
3. Knowledge of New Jersey Administrative Code and State Regulations pertaining to tenure, seniority, and school personnel matters.
4. Knowledge of requirements and credentials for various NJ certifications.
5. Familiarity with the contracts on behalf of the four bargaining units.
II. Job Goal:
To plan, administer, and supervise the operations of the Human Resources Department of the Paramus Public Schools.
III. Reports To:
Superintendent of Schools
IV. Performance Responsibilities:
A.
1. Oversees the development and updating of recruitment efforts to meet district needs and appeal to a wide range of diverse candidates.
2. Consistently assesses existing and anticipated district personnel needs and develops/implements a proactive approach to ensuring those needs are met.
3. Develops and implements initiatives designed to hire the most qualified candidates while achieving diversity among staff reflective of the student/community population.
4. Oversees the development and implementation of personnel-related procedures and practices, ensuring that applicable personnel and supervising personnel are aware of and compliant with such procedures.
5. Oversees, maintains, and ensures compliance with the evaluation process for all staffing groups.
6. Acts as a consultant for all personnel-related matters.
7. Serves as a resource during staff negotiations, particularly in relation to procurement of requested data and records.
8. Oversees the administration of collective bargaining agreements, including ensuring the appropriate supervising personnel are aware of their responsibilities with CBAs.
9. Ensures consistency and accountability in the maintenance and monitoring of personnel records.
10. Maintains and consistently reviews all job descriptions, including recommending updates as needed.
11. Develops and implements procedures for personnel-related action items on Board agendas.
12. Oversees the development and issuance of employment contracts to ensure consistency, accuracy, and timeliness.
13. Ensures that all personnel procedures, seniority lists, policies and practices are in conformity with current legal requirements.
14. Ensures that all extra-compensation contracts/agreements are made in accordance with appropriate policy and procedures.
15. Administers the district’s substitute employee program, which includes employment, assignment, and evaluation processes.
16. Functions as a member of the District's Affirmative Action Team.
17. Oversees the development of staff calendars following approval of the annual school calendar and in alignment with district needs and collective bargaining agreements.
18. Provides oversight of and accountability for graduate course enrollments and eligibility.
19. Serve as a liaison for all grievance-related procedures.
20. Collaborates with relevant district personnel on the development and implementation of staff orientation and mentor training programs.
B.
1. Performs other appropriate responsibilities as assigned.
V. Terms of Employment:
Twelve-Month Year. Salary to be determined by the Board upon the recommendation of the Superintendent of Schools.
VI. Evaluation:
Performance of this job will be evaluated annually in accordance with Paramus Board of Education Policy.

Pay: $115,000.00 - $135,000.00 per year
