Northrop Grumman’s Chief Information Office (CIO) organization is seeking a full-time Manager to lead the Corporate Functions Program Management Office (PMO). The CIO PMO is a strategic partner to the Corporate and Service Delivery functions. The position is located at the corporate office in Falls Church, VA, however virtual telecommuter candidates will be considered.
As Corporate Functions PMO Manager, you will oversee the throughput of IT projects using portfolio management, project management, and organizational change management disciplines. The CIO PMO Manager will lead a team of eight IT Enterprise Services Program Managers who oversees multiple programs and projects in support of the office of the CIO, corporate functions, enterprise service delivery and security statement of work.
The PMO effectively interact with members of the enterprise services, IT, sector division and program leadership teams to optimize strategies in support of stated goals and objectives. Improve systems integration and commonality, while reducing costs and increasing productivity and cost competitiveness.
Additional Duties Include:
Liaison between program management, applications management, multiple project teams or individual contributors.
Ensure the development of strategic plans and roadmaps
Provide direction leadership over IT services and systems activities in support of customer's strategy development, budget, and cost management
Coordination of project staffing, budget, external/internal resources, and timelines, as well as the creation and implementation of project management standards.
Forecasting future resource capacity and reporting on existing resource utilization.
Presenting accurate representations of project progress, health, risks, and ongoing challenges.
Basic Qualifications:
Bachelors degree with at least 14 years’ experience, or a Masters degree with 12 years’ experience. (Appropriate combination of enterprise level experience, and education will be considered in lieu of the degree requirement).
Previous IT or enterprise services Program Manager experience.
Prior mid-level or advanced experience as an IT Leader.
Demonstrated experience leading and managing multiple concurrent, complex, and high-visibility projects.
Demonstrated ability to communicate and interact with a wide range of users from very technical to non-technical, as well as individual contributors to executives.
Ability to effectively prioritize and execute tasks in a high-pressure environment.
Must have familiarity with technical solutions, infrastructure implementations, process/project documentation, and/or liaison interfacing for large enterprise organizations
Demonstrated understanding of project, portfolio, OCM, and Agile techniques.
Preferred Qualifications:
Project Management Professional (PMP) certification.
Certifications in Agile and other related project disciplines.
Knowledge and application of continuous improvement concepts, process, and tools (TQM, Six Sigma)
