Home and Community Care Support Services Champlain is one of 14 Home and Community Care Support Services organizations in Ontario. We are dedicated to ensuring our more than 64,000 patients annually receive the highest-quality health care and services at home. Our patient-care coordination teams help develop care plans for people of most ages, focused on maintaining each patient's independence and dignity. We also provide long-term care home placement services, and facilitate our patients' access to the community-based services they need.

Position Summary:

Reporting to the Director, Human Resources and Organizational Development, the Manager, Human Resources position will provide strategic leadership that assists the organization in fulfilling its vision and meeting its organizational goals. The Manager, Human Resources will deliver expert leadership and oversight with respect to workforce planning, position control and labor relations. The Manager, Human Resources is responsible for managing Human Resources operations including abilities management, benefits and pension administration, scheduling and HRIS systems and reports.

Primary Responsibilities:

Workforce Planning
Is a key contributor to the development, execution and monitoring of workforce plans, ensuring current and future human capital needs are met through the development contributing to the development of the People Budget in collaboration with Finance.
Formulates, implements and evaluates the operational requirements for Human Resources
Identifies budget requirements and allocates approved funds in accordance with Champlain HCCSS priorities
Responsible for oversight of both data integrity and process efficiencies in the HRIS
Management Responsibilities
Embody HCCSS mission, vision and values and apply quadruple aim (enhancing patient experience, enhancing provider/staff experience, improving value and improving populations health) to support continuous quality improvement in daily work
Exemplify, embrace and intentionally promote an inclusive work environment where all are meant to feel they belong
Continually demonstrate a commitment to create a positive culture of equity, inclusion, diversity and anti-racism
Manages staff through effective leadership within provisions of corporate policies and procedures
Establishes goals, objectives and measures for HR Operations, ensuring alignment with overall strategy and business objectives
Accountable for the Abilities Management team with respect to assisting employees towards an early, safe and suitable return to work as a result of either a Workplace Safety Insurance Board (WSIB) or non-occupational illness/injury claim.
Accountable for the delivery of the support provided by the Ability Management team to HCCSS employees through their medical leaves and return to work process.
Accountable for the oversight of the provision of Health and Dental benefits to all eligible staff with HCCSS.
Accountable for the management of the pension plan provided to all eligible staff with HCCSS.
In collaboration with HR Analyst and Manager HR-Talent, has oversight of both data integrity and process efficiencies in the HRIS, Talent Management, and Recruitment systems
Partners with Business Intelligence and the HR Analyst to ensure timely and accurate data reporting to internal stakeholders, both as scheduled and when requested
In collaboration with Schedulers and HR Analyst, liaises with payroll to facilitate improved efficiency and accuracy of information flow between the departments
Manages scheduling staff through effective leadership within provisions of corporate policies and procedures
Formulates, implements and evaluates the operational requirements for the team
Leads and facilitates special projects and performs other duties as required
Liaises with Home and Community Care and Payroll to ensure operational requirements related are being met and services are optimized
Relationship Management - Human Resources Business Partner
As a trusted advisor to the Director Human Resources and Organizational Development, provides advices and guidance on employee matters ensuring compliance with related legislation, policies, procedures and organizational values.
Manages staff through effective leadership within provisions of corporate policies and procedures.
Formulates, implements and evaluates the operational requirements for Human Resources.
Develops and sustains effective working relationships with managers and staff at all levels across the organization by providing HRBP support to managers and staff.

Continually demonstrate a commitment to create a positive culture of equity, inclusion, diversity and anti-racism.

Education and Experience:

A university degree in Human Resources and/or Labour Relations, or Business Administration and/or equivalent education and experience.
Certified Human Resources Professional/Leader (CHRP or CHRL) an asset.
Significant relevant experience in progressively responsible positions in or directly related to strategic HR, talent management, and Organizational Development.

Knowledge:

Ability to analyze program effectiveness and ensure consistency and accountability in the delivery processes across the organization.
General understanding of relevant HR legislation, labour relations and best practices regarding HR policies and programs.
Strong computer-based knowledge and skills, especially regarding the Windows operating system, Microsoft Office applications, and eLearning systems and approaches, including LMs and content authoring/development programs. Knowledge and experience with the Halogen performance management suite and/or Njoyn Talent Acquisition software is an asset.

Ability to present complex/technical information to staff regarding the implementation of new policies and programs
Builds and maintains positive relationships with unions, staff and other HCCSS colleagues

Resourceful, self-starting and action-oriented and committed to continuous improvement

Manages multiple, large projects or facilitates complex discussions that involve stakeholders from across the healthcare sector who have varying interests/goals
Manages multiple priorities as circumstances and information change frequently
Analyzes effectiveness of and ensures consistency and accountability in contract and program delivery
Exercises sound stewardship of financial resources and attempts to realize efficiencies in program development and renewal
Builds HR capacity to resolve quickly and accurately to concerns, questions and complaints which may be of a sensitive nature
Exercises proper time management, delegates necessary workload to meet multiple demands
Balances the competing needs of clients for service delivery with resource limitations
Ensures HR programs and policies and procedures are in compliance with appropriate legislation and are consistent with collective agreements
Accountability & Decision Making
Operates within a complex legislative framework, collective agreements, and strategic and operational plans of HCCSS
Exercises discretion and independence of action to resolve HR issues; decisions are guided by best practices, policies and procedures, and contractual, legislative and statutory obligations; referral to the Director, Human Resources where there is significant labour or employment relation risk, or where there may be an impact on HCCSS Champlain as a whole or where decisions may have significant legal, financial or political impact
Anticipates and identifies issues arising from new policies and initiatives and develops options and recommendations for resolution
Monitors staff workloads and takes appropriate action to adjust as necessary
Accountable for hiring staff, coaching, providing training and development, evaluating performance, making decisions regarding disciplinary action; references appropriate staff policies and procedures

Home and Community Care Support Services Champlain offers flexible work options, this position will have a hybrid model of work with a combination of in-office and telework. An attractive total compensation package that includes a defined benefit pension insured benefits is available, base salary will be commensurate with education and relevant experience.
