Title: Manager, Facilities Planning and Development
Location: Austin, TX (Hybrid)
Duration: Full-time

Job Description:
This position supports the strategic planning for development and maintenance including a living Facilities Master Plan that aligns facility solutions with the Agency's transit Planning and operations groups to achieve Client's goals and objectives. This position interfaces with senior department heads, and all other personnel as required to complete its duties. Completes project management and contract administration as required for departmental goals and objectives with staff utilizing contractors and consultants. Works closely with other internal groups such as Building Maintenance, Capital Projects, Enterprise Program Management, IT, Operations and Maintenance Oversight (O&M), Marketing and Communications, Procurement, Real Estate, Public Safety, and Strategic Planning and Development. Develops programs in a manner to be advanced over for project delivery and construction efforts.

The duties and primary responsibilities below are intended to describe the general content of and requirements of this job and are not intended to be an exhaustive statement of duties.
  • Shape and develop facilities strategies for the agency.
  • Support and manage short and long-term capital and expense technical projects and initiatives.
  • Develop initial project strategies and conceptual designs overseeing design consultants and vendors to ensure the proper balance of cost, schedule, and quality forecasting is attained.
  • Refine, maintain, and manage the Agency's Facilities Master Plan (FMP) to ensure these strategies are updated and implemented properly based on the latest business needs.
  • Provide strategic and tactical input to inform business decisions, justify direction, and make recommendations.
  • Develop and implement plans to materialize and execute company strategies.
  • Research and assess benchmarks, metrics, and analytical data to continually improve facility performance.
  • Align department goals with overall master, strategic, and tactical planning to streamline execution of initiatives.
  • Submit Board Legistar input and prepare Board approval information to ensure schedules are met.
  • Create and manage long-term capital expense, operations expense, and project budgets.
  • Determine sites/facilities to purchase and/or lease through detailed due diligence.
  • Support and complete programming, Planning and design coordination.
  • Create and maintain facility blocks and stacks.
  • Manage space, CAD/Revit electronic documents, furniture, and moves.
  • Develop test fits.
  • Program and space plan administration, transit O&M facilities, passenger facilities, and support spaces.
  • Complete Building Information Modeling (BIM).
  • Update, improve, and manage workforce mobility standards, workplace standards, and design guidelines.
  • Support Client's safety culture by following safety and security policies, considering safety in every action, and reporting and mitigating safety and security concerns.
  • Performs other duties as required and/or assigned in support of the Agency's strategic goals, mission, and objectives.
  • Manage department personnel by planning, scheduling, delegating, and overseeing employee work assignments, authorizing, coordinating, and scheduling work with vendors and consultants, conducting personnel actions, including, hiring and interviewing, and overseeing hiring, training, work assignments, and performance evaluations.
Qualifications:
  • Bachelor's degree in architecture, project management, industrial technology,
  • Five (5) years minimum design with three (3) years minimum strategic planning experience, and three (3) years minimum project management experience.
  • Facility/site implementation scheduling analysis.
  • Demonstrated experience with facility master planning, strategic development, high-level financial
  • Experience vetting property site selections to meet business objectives.
  • Experience with facility related programming, space planning, test fits, and Building Information Modeling (BIM).
  • Registered Architect (RA) and Registered Interior Designer (RID) preferred.
  • Working for an architectural consultant and facilities experience working for a Company/Organization is preferred.
  • Master's degree in construction management and PMP certification preferred.
  • LEED and WELL accredited professional preferred.
  • Experience with LEED and WELL building certification process.

Knowledge, Skills, and Abilities:
  • Knowledge of design and project management methods and practices for properly managing cost, schedule, and performance.
  • Knowledge of construction management techniques and general architectural/engineering principles and practices.
  • Knowledge of applicable State, County, and City codes, standards, and regulations especially related to ADA requirements, energy codes, and International Building Code.
  • Ability to engage with team members, consultants, vendors, and contractors, proactively and collaboratively.
  • Ability to understand, develop, and manage project strategies and technical solutions with excellent attention to detail.
  • Technical knowledge of facilities architectural design and construction projects.
  • Engineering design coordination as well.
  • Knowledge of Agile and Six Sigma construction management practices.
  • Ability to effectively develop design guidelines, workplace standards, and technical specifications.
  • General knowledge of integrated workplace and electronic document management systems preferred.
  • Familiar with design-bid-build, construction manager-at-risk, and design-build project delivery methodologies.
  • Self-motivated and focused on opportunities to continuously improve skills and processes.
  • Ability to work in a team environment in a matrix organization, partnering well with other employees, management, stakeholders, users, business personnel, vendors, service providers, and contractors.
  • Motivated to undertake strategic and tactical duties and tasks as assigned.
  • Proficiency in using Microsoft Project to develop master and project schedules, assigning resources to tasks, tracking progress, and analyzing workloads for successful project implementations.
  • Ability to develop budgets considering proper balance of initial and life cycle costs.
  • Ability to complete financial analysis regarding simple paybacks and return on investments.
  • Proficient at Autodesk, Revit, Adobe Acrobat, Photoshop, Illustrator, Microsoft Office Suite, Outlook, and Project.
  • Excellent written, verbal, and presentation skills.

Travel Requirements:
Minimal travel may be required.
Work Environment & Physical Demands:
  • Work is generally performed in an office environment but requires occasional visits to construction job sites and operational facilities.
  • The job entails working with multiple project timelines and is responsible for managing employees performing work of a complex nature.
  • May be required to work outside of normal working hours to ensure project success.
    • Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds.

Mobility Status:
As a Mobile position, the incumbent is expected to work in the office as needed. There will be access to touchdown/collaboration spaces when on site. Must be in-office for socialization, strategic collaboration, supervision, oversight, and accountability as needed.
