The City of Long Beach is seeking a highly qualified and experienced professional to manage the Environmental Services Bureau within the Department of Public Works.
THE COMMUNITY
The City of Long Beach is located south of Los Angeles and adjacent to Orange County, making it an idyllic location with oceanside activities, diverse culture, and a unique economy. The City of Long Beach is a charter city that is governed by nine City Council members elected by districts and a City-wide elected Mayor. The City Manager is appointed by the City Council and oversees 15 City departments, including the Department of Health and Human Services. The City operates on a budget of $3.2 billion and employs approximately 6,048 full-time staff. Long Beach is one of only three cities in California with its own health department and one of the very few municipalities with its own water and gas departments.
In addition, the Manager is responsible for developing effective policies, ordinances and legislation, and play a pivotal role in attracting new businesses to the City. The Manager is responsible for ensuring the financial integrity of the refuse enterprise and maintaining a steady revenue stream to the General Fund through the Street Sweeping and parking enforcement operation. This includes performing cost of service studies, coordinating prop 218 hearings, and setting rates.
- Ensure that all City refuse and street sweeping services are provided in a timely manner.
- Ensure compliance of privately licensed refuse haulers that collect and dispose of commercial waste generated in Long Beach.
- Develop and implement a five-year Business Plan for the Bureau.
- Set rates and budget controls to maintain fiscal integrity of the Refuse Fund.
- Plan, develop, implement and maintain a citywide waste reduction, recycling and composting program.
- Monitor the City Council approved Corrective Action Plan and effectively implement the residential organics collection service.
- Plan, develop and implement effective public education and promotional programs, and ensure effective community participation through public presentations, workshops, and outreach.
- Monitor the City's Recycling rate and work with various stakeholders to maximize materials diverted from the refuse stream.
- Administer and regulate private refuse collection through the issuance and enforcement of permits pursuant to the Long Beach Municipal Code.
- Administer and regulate the street sweeping program including issuance of citations.
- Administer and regulate safe vehicle parking and turnover through the issuance of parking citations.
- Implement programs and policies to reduce litter and illegal dumping.
- Evaluate regulatory and legislative proposals and provide recommendations.
- Manage Environmental Services Bureau operation to ensure consistency and compatibility with local, regional, state and federal, legislation, regulatory policy and practices.
- Ensure that the City's interests are represented at the local, county, regional, State and Federal levels with respect to solid waste management issues.
- Ensure the enforcement of safety regulations.
- Ensure compliance with City Charter mandates, Administrative regulations, and various policies, laws and regulation governing departmental operations.
- Maintain a high success rate of customer satisfaction and complaint closeout.
- Maintain a low backlog of special pick-up items and Go Long Beach requests.
- Provide for the personnel, resources and management needs of the Bureau to achieve programmatic goals in an effective and efficient manner.
- Implement the Education and Recycling components required by State laws SB 1383 and AB 1826 related to solid waste legislation.
- Develop public education materials to communicate policy, raise public awareness and increase program participation rates.
- Design and implement the occupational safety programs for the Environmental Services Bureau to assure compliance with Cal/OSHA, prevent workplace injuries, and reduce productive time lost due to injuries.
- Implement employee trainings and the ongoing refresher training(s) to ensure a safe operation and reduce injuries.
ENVIRONMENTAL SERVICES BUREAU MANAGER - JOB FLYER
- Bachelor's degree from an accredited college or university, preferably in Business, Public Administration, or a closely related field (proof required*). Candidates may substitute experience offering specific substantial preparation for the duties of the position for the required education on a year-for-year basis.
- A minimum of seven (7) years of progressively responsible professional-level experience with refuse collection, waste reduction, recycling, public education programs, street sweeping, parking enforcement (or other law enforcement) or related field with experience in public program implementation; three (3) years of which must have been at a supervisory/managerial level directing large, complex service delivery or field operations.
- Possession of a valid California Class C Driver License.

- Possess advanced skills in principles and techniques of public policy and administration, and a broad knowledge of solid waste practices, procedures, regulations and future trends.
- Possess demonstrated leadership and strong interpersonal skills to serve as a valuable resource for those inside and outside the organization; a hands-on manager with in-depth technical knowledge who is willing to participate at various levels across the organization to complete the tasks of the Department.
