Idaho National Laboratory's (INL) Environment, Safety, Health and Quality (ESH&Q) group is seeking forward-thinking professionals interested in exploring a career as a Manager Environmental Management System, NEPA, and Reporting.

Our team works a 9X80 schedule located at our Willow Creek Building in Idaho with every other Friday off! Remote or Hybrid work opportunities may be available for this position.

Responsibilities Include:

       Oversee and direct the Environmental Management System to ensure all laboratory environmental policies, standards and practices are in conformance with local, state, federal, DOE and corporate policies and requirements.

       Develop effective and efficient laboratory strategies, policies, and procedures for the Environmental Management System to meet contractual requirements and the ISO14001 standard.

       Oversee the implementation of the NEPA program collaborating with DOE, mission centers, and other contractors to ensure effective and efficient compliance with DOE NEPA regulations, and existing NEPA documents.

       Collaborate with other Management Systems leads and senior management ensuring effective integration of systems in support of laboratory critical outcomes.

       Support the ES&S and laboratory contractor assurance program managing or performing assessments and developing, monitoring, and acting upon key metrics and trends.

       Oversee and coordinate with other INL site contractors in areas that are cross cutting and have programmatic impacts to the INL.

       Oversee the implementation of the E-CAS ensuring assessments are planned and implemented and all identified environmental conditions are properly corrected: Oversee development of the ES&S MRM and other performance reporting tools.

       Oversee submittal of all required permit deliverables and regulatory required deliverables on schedule and within budget.  In doing so, proactively work with other site contractors to facilitate submission of their required sections as appropriate. 

       Develop and maintain the INL Contractor Interface Agreement that outlines how the contractors will work together and what the deliverable schedules are for the integrated sitewide reports: Actively participate in the INL contractors' monthly meetings and rotate through as facilitator to set up and complete the agenda.

       Provide engineering solutions to difficult environmental requirements and permits for all air and water topical areas for INL. Failures in the quality or timeliness of reports could result in fines, penalties, notices of violation, and fee reductions.

       Establish necessary staffing needs to support laboratory and contract objectives. Manage and mentor assigned staff; provide and encourage appropriate training, professional development and leadership opportunities for personnel. Set individual and programmatic goals for staff meeting individual and laboratory objectives. Recruit and hire entry level through senior staff for critical environmental positions and develop succession plans.

       Develop, track, and maintain indirect budgets, chemical management contracts/service centers, and contracts/agreements for services with other contractors.

       Identify and implement environmental integrated priority list (IPL) activities. Develop strategies for streamlining operations and identify activities that can be turned on or off as needed to stay within allocated funding for the year.

       Oversee the Spill Notification Team members and ensure that the rotation schedule is currently staffed.  Ensure that the checklist used for the Environmental Specialist position at the EOC is accurate and updated as needed. Fill an ERO position as needed.

Minimum Requirements:

       Bachelor's degree plus 8+ years' experience; or an advanced degree and 6+ years of experience

       This position requires the ability to obtain and maintain a Department of Energy "L" / "Q" clearance, which requires US Citizenship.

Preferred knowledge, skills, experience:

       DOE or other Federal government work experience

       Prior management experience

  • MR0300: Salary Grade 240 ($139,488 - $237,144)
