Management And Program Analyst

This position is part of the Department of Energy, Office of the Chief Information Officer, Acquisition Management Office. As a Management and Program Analyst, you will serve as the Contracting Officer's representative in monitoring specified aspects of contractor performance to include compliance with all the requirements of the statements of work, specifications, or performance work statements.Qualifications:

GS-13 SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:

1. Providing technical assistance within the scope of a contract, such as interpreting specifications, statements of work, or performance work statements.
2. Monitoring compliance with specifications or other contractual requirements requiring the delivery or use of environmentally preferable products, energy-efficient products, products containing recovered materials, and bio-based products.
3. Evaluating contractor performance to ensure price or estimated cost are within contract obligations.

GS-14 SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:

1. Overseeing the performance of contracts to ensure compliance with the requirements of the statement of work, specifications, or performance work statement.
2. Conducting periodic reviews of contractor compliance with specifications or other contractual requirements involving the delivery or use of environmentally preferable products, energy-efficient products, products containing recovered materials, and bio-based products.
3. Developing acquisition/procurement plans for a multi-year program or system involving successive program stages.

Education cannot be substituted for experience at the GS-13 and GS-14 grade levels.
Federal Acquisition Certification in Contracting (FAC-C) and Federal Acquisition Certification for Program and Program Managers (FAC-P/PM) would be desirable, but is not required.

Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
