Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE GS-09: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: Preparing comprehensive program analyses and evaluations pertaining to the effectiveness of program operations. Developing changes in methods and conducting studies of employee/organizational efficiency and productivity. Planning, coordinating and establishing operating methods and procedures for accomplishment of project mission. Providing guidance for various analytical studies to resolve substantive problems or improve effectiveness and efficiency of operating line or administrative support programs.
OR
EDUCATION: Master's or equivalent graduate degree in a related field of study. OR Two Full years of progressively higher-level graduate education leading to a master's degree in a related field of study. OR L.B. or J.D., if related.
OR
A Combination of qualifying graduate education and experience equivalent to the amount required.

Specialized Experience GS-11: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: Prepare evaluations for a segment or phase of broader project or study Use conventional techniques to gather, assemble, and analyze facts, draw conclusions, and devise alternatives. Prepare draft reports and other substantive guidelines and materials. Recommend alternatives and/or changes in methods, processes, and techniques to improve program and administrative procedures. Perform operational reviews, program evaluations and guidelines pertaining to the effectiveness of line program operations. Make recommendations and conduct studies of employee/organizational efficiency and productivity.
OR
EDUCATION:
Ph.D. or equivalent doctoral degree in a related field of study. OR Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree in a related field of study. OR LL.M., if related
OR
A combination of qualifying graduate education and experience equivalent to the amount required.

AND
MEET TIME IN GRADE (TIG) REQUIREMENT: For positions above the GS-05, applicants must meet applicable time-in-­grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for. Exceptions, such as Discretionary Reinstatement, are identified in 5 CFR 300.603 (b) or 5 CFR 335.103.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".
