Summary
Island Creek Associates, a professional services firm, is currently seeking a Journeyman Foreign Disclosure Analyst/Management Analyst.
Duties/Responsibilities:
- Provides analysis to support disclosure decisions in support of Foreign Military Sales (FMS), International Cooperative Programs, and foreign national access to Information Technology systems.
- Provide support in developing and implementing disclosure and release ability decisions, providing recommendations for release.
- With other members of the Security Cooperation team, and under direction of the Foreign Disclosure Officer, assist and provide FMS case analysis support for a Navy Major Defense Acquisition Program (MDAP) or cooperative program in accordance with the Arms Export Control Act (AECA), the Security Assistance Management Manual (SAMM) and the International Traffic in Arms Regulation (ITAR) as well as applicable DoD Acquisition policy guidance.
- Provide recommendations for release of information, technology, and capabilities to a Designated Disclosure Authority (DDA) IAW national, DoD and Navy Technology Transfer Security Assistance Review Board (TTSARB) policies.
- Assist with updates or drafting of new documentation for Navy technology transfer policy.
- Review program documentation prior to release to foreign governments.
- Develop documentation in accordance with U.S. Government technology transfer policy.
- Provide analysis to support Government assistance to Industry for export license/technical assistance agreement development.
- Monitor compliance with existing U.S. Government policy and regulations for current programs and develop required documentation for future phases of international programs.
- Coordinate engineering review of data for release to foreign nationals.
- Assist in resolving disclosure questions and issues.
- Oversee tracking and ensure quality of data reviewed for release to foreign nationals.
- Provide support for management of foreign national visits.
- Develop, manage, and staff Technology Assessment/Control Plans (TA/CPs).
- Provide assistance and support in the management of Export Licenses Technical Assistance Agreements (TAAs) and Committee for Foreign Investment in the United States (CFIUS) cases. Develop, participate in and/or provide International Programs Security training and awareness.

Required Education:
BA/BS Degree in Finance, Business Administration, Financial Analysis, or other relevant technical discipline with 3-10 years of experience performing duties described in the above description.
ALLOWABLE SUBSTITUTION: AA/AS degree and an additional two (2) years of experience, or no degree and an additional four (4) years of experience.
Required Experience:
3-10 years or more of experience performing the duties and responsibilities described above.
Desired Experience:
Prior experience providing similar support to NAVAIR/NAWCAD.
Position Type and Expected Hours of Work:
This is a full-time position. Days and hours of work are Monday through Friday normally performed between 6am – 6pm EST. Work is to be performed at government site, contractor facility, or via telework with government and company approval. Work after hours or on weekend may occasionally be required.
Travel:
Travel less than 25% of the time is expected for this position.
Work Environment:
This job operates in a professional office environment.
Supervisory Responsibilities:
This position does have supervisory responsibilities.
Work Authorization/Security Clearance:
This position is subject to a government security investigation and must meet eligibility requirements for access to classified information at the Secret Level. Ideal candidates will currently possess an Active DoD Secret Clearance; however, candidates with US Citizenship and the ability to obtain a DoD clearance will be considered. Must be able to receive a Government Common Access Card (CAC), access Government systems, and receive a security clearance.
