Summary
Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Field Operations, Tucson Field Office, Mission Support Division, located in Tucson, Arizona.

Duties
To meet agency needs, this position will be filled under a time-limited appointment, not-to-exceed (NTE) 2 years, with possible extension(s) for an additional 2 year(s). This is not a permanent appointment, and does not give competitive status. You will be separated when the NTE date of this appointment is reached.
Joining the Customs and Border Protection Office of Field Operations (OFO) will allow you to participate in the maintenance, repair, and construction of facilities and tactical infrastructure. This position starts at a salary of $25.68 (WG-08, Step 01) to $29.95 (WG-08, Step 05) with promotion potential to $29.95 (WG-8, Step 05).
In this Maintenance Worker position, you will become a key member of Homeland Security professionals. Typical work assignments may include:
  • Performing building maintenance and repair tasks that require knowledge and application of a variety of trade practices associated with such occupations as heating, cooling, electrical, plumbing, grounds maintenance, and carpentry trades.
  • Servicing equipment and checks for irregularities such as unusual noises, loose connections, frayed or loose belts, gaskets, temperatures (high/low) and other mechanical issues.
  • Conducting routine maintenance and inspections of all OFO buildings and structures and making any necessary repairs to electrical, structural and facility and equipment.
  • Providing oversight and direction, working in conjunction with Contracting Officer Representative and Project Manager, to maintain all supplies, materials , and resources to facilitate contract landscapers in completion of work.

Qualifications
Although a specific length of time and experience is not required for most trade and labor occupations, you must show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on quality of experience, not necessarily the length of time.
To minimally qualify for the WG-08 grade level you must meet the Screen Out Element:Ability To Do The Work Of The Position Without More Than Normal Supervision.To meet the screen out element(s), you should haveexperience performing the following duties:
  • Establishing and sustaining a preventative maintenance program for owned or leased equipment, buildings, and training facilities.
  • Performing repairs, modifications, and testing of new and existing systems and equipment.
  • Performing plumbing maintenance and repairs.
  • Performing routine general maintenance and inspection of buildings, and structures .
  • Conducting minor generalized landscaping and facility upkeep.

Failure to meet this Screen out Element will result in an ineligible rating.
In addition to the experience described above, you will also be evaluated on the basis of your overall level of competency (knowledge, skills, and abilities) in the following areas:
  • Knowledge of Equipment Assembly, Installation, Repair, etc.
  • Technical Practices (theoretical, precise, artistic)
  • Ability To Interpret Instructions, Specification, etc. (Includes blueprint reading)
  • Ability To Use and Maintain Tools and Equipment

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process by 12/05/2023.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
  • Working for the U.S. Government as a federal civilian or as a member of the military
  • A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
  • Participation in a study abroad program sponsored by a U.S. affiliated college or university
  • Working as a contractor, intern, consultant or volunteer supporting the U.S. government

Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.

Drivers License: A valid state driver's license is required for this position due to periodic operation of government vehicles and forklifts.
Must be familiar with generalized identification and storage of hazardous materials.
Physical Demands: Incumbent must be able to sustain prolonged periods of standing and walking. Must be able to climb ladders, catwalks, scaffolds, and maintain a crouched or kneeling position for extended periods of time. Ability to read blueprints, manufacturer's literature, identification plates, and symbols is required. Safely operates and makes effective use of all available trade tools. Must be able to lift and carry up to 50 lbs. for short distances.
Working Conditions: Work is performed in a variety of environments (both inside and outside) such as industrial shops, hot and cold mechanical confined spaces, office areas, and other interior/exterior building spaces. Environmental conditions may include prolonged exposure to loud noise, sharp objects, dust, fuel, gases, plastic, sunlight, and splinters which may increase the chance to sustain minor cuts, burns, bruises, and electrical shock. May be required to wear and/or use protective clothing and equipment in accordance with established health and safety regulations and other standard operating procedures.
